Thang Truong commune was established by merging Binh Nam, Binh Hai and Binh Sa communes of the old Thang Binh district. These three communes all meet the new rural standards, of which Binh Nam commune meets the advanced NTM standards. The whole commune has 8/15 villages meeting the model NTM standards. After the merger, Thang Truong commune has 185 poor households, accounting for 2.9%.

In 2025, the capital allocated to implement the national target program (NTP) for new rural construction in the commune is over 15.5 billion VND; of which the basic construction investment fund is over 12.2 billion VND, the career fund is over 3.2 billion VND. By the end of June 2025, Thang Truong disbursed 60% of the basic construction investment fund, the career capital disbursement reached 95%. The total debt of the commune is currently over 2.3 billion VND.

The capital source for the National Target Program on Sustainable Poverty Reduction in 2025 in the commune is more than 1.78 billion VND, but up to now it has not been disbursed.

In the 2025-2026 school year, the whole commune will have 9 schools, including 3 kindergartens, 3 primary schools and 3 secondary schools, with nearly 3,700 students. Currently, the schools are short of 4 administrators and 33 teacher positions.

The leaders of Thang Truong commune requested the City People's Committee to soon issue a document decentralizing the appraisal of investment projects to the Commune Economic Department and decentralizing the inspection and acceptance of investment projects to the Commune People's Committee.

The People's Committee of the commune proposed that the city support funding to pay off outstanding debts for basic construction, and promptly allocate career capital for the National Target Program on New Rural Development and Sustainable Poverty Reduction. At the same time, it proposed that the city support funding for investment in the construction of educational facilities and the addition of teachers to better serve teaching and learning.

Vice Chairman of the City People's Committee Tran Anh Tuan suggested that Thang Truong commune should work with relevant departments and branches of the city on planning work. In particular, focusing on planning the commune's administrative center, planning the network of education, health, culture , sports, trade, services, etc.

Review and grasp the remaining tasks of the 3 communes to develop an implementation plan from now until the end of the year. At the same time, identify difficulties and obstacles, propose to the city to find solutions. In particular, focus on disbursing 100% of the capital for the National Target Program on Sustainable Poverty Reduction.

In the field of education, the commune needs to inspect and grasp the operation situation of schools, promptly appoint management staff and supplement teachers to ensure teaching and learning.

Vice Chairman of the City People's Committee Tran Anh Tuan also assigned relevant departments and branches to advise and propose solutions to handle outstanding debts in basic construction and support investment in building school facilities in Thang Truong commune.

* After merging from 5 old communes including: Binh Duong, Binh Giang, Binh Trieu, Binh Dao and Binh Minh, Thang An commune has a population of nearly 52,000 people. In the period of 2021 - 2025, the commune has implemented Project 2 on Livelihood Diversification to replicate the poverty reduction model with a budget of over 875 million VND. To date, the disbursement rate has reached 99.6%.

Preferential credit policies, vocational training, labor export, health care, education, housing... are promptly implemented to the people. Currently, the whole commune still has 229 poor households (1.89%) and 158 near-poor households (1.3%).

In 2025, the capital for sustainable poverty reduction in the commune is more than 2.86 billion VND, however, because the allocation time coincides with the time of administrative unit merger, it has not been disbursed yet.

In the new school year 2025 - 2026, Thang An commune has 16 public schools with 31 school locations and 8 licensed private preschools.

The current difficulty of the commune is the lack of 35 teachers at all levels, some units, lack of management staff, facilities and equipment at some schools are still lacking, not ensuring conditions for teaching 2 sessions/day.

At the meeting, the People's Committee of Thang An commune requested the city to soon allocate career capital under the National Target Program for Sustainable Poverty Reduction; have a plan for training and professional guidance to implement projects and sub-projects under the National Target Program for Poverty Reduction and investigate and review poor households annually.

In the field of education, the locality requested the city and the Department of Education and Training to organize recruitment exams to promptly allocate teachers to units; soon issue documents guiding the mobilization and appointment of management staff at schools. At the same time, support funding to invest in facilities and equipment for schools in the commune.

According to Vice Chairman of the City People's Committee Tran Anh Tuan, Thang An commune needs to plan the school network in the direction of reducing the number of separate schools; invest in school facilities to ensure conditions for semi-boarding teaching and learning and create the best learning environment for students, prioritize urgent projects, and avoid scattered investment.

Along with that, the commune needs to have a plan to disburse and use poverty reduction capital effectively.
