Timely remove obstacles in site clearance for power projects

(QBĐT) - On the afternoon of June 3, the Provincial People's Committee had a working session with the delegation of the Office of the State Steering Committee for important national programs, works and projects, key energy sector projects and Vietnam Electricity Group (EVN) on compensation, site clearance (GPMB), support and resettlement (TDC) for projects under Quang Trach Power Center.

Comrade Phan Phong Phu, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee chaired the meeting with the participation of representatives of leaders of relevant departments, branches and localities.

According to EVN's report, compensation and site clearance work has been completed and handed over to the contractor for construction of items, including: Quang Trach I Thermal Power Plant, coal import port, distribution yard, shared items such as cooling water supply and drainage pipes, coal conveyor belt, coal port exit and return water pumping system, auxiliary areas, return drainage channel, etc.

However, currently, the projects under the Quang Trach Power Center still have some problems and obstacles that need to be resolved to ensure progress. Specifically, the Quang Trach I Thermal Power Plant project has not yet completed compensation and site clearance for the cooling water receiving channel, fresh water supply pipeline, coal conveyor area, cooling water discharge pipeline, and slag yard.

Particularly in the areas of clusters 1, 2, 3 of Vinh Son village, the water pumping station of Hon La Water Supply Company has not yet had a compensation plan; 52 agricultural land plots managed by the People's Committee of Quang Dong commune and crops of households in cluster 3 have not yet completed compensation.

Regarding the Quang Trach II LNG project, there is currently 1 household that has not received compensation and 9 households that have not received crop support money; there are 28 plots of land that have not been fully verified by the Quang Dong Commune People's Committee... Regarding resettlement work, the scale of investment in the construction of the resettlement area in phase 4 has not yet been determined. The delay in construction of the resettlement area affects the handover of the site for project construction.

At the working session, members of the working delegation and representatives of relevant departments, branches and localities focused on discussing and discussing solutions to remove obstacles in the items of the Quang Trach I Thermal Power Plant project, the Quang Trach II LNG project, as well as resettlement arrangement.

In his concluding remarks at the meeting, Vice Chairman of the Provincial People's Committee Phan Phong Phu emphasized that the projects at Quang Trach Power Center are of particular importance in ensuring national energy security and socio-economic development of the province.

The comrade requested that, regarding the problems in the pipeline supplying fresh water to Quang Trach I Thermal Power Plant, the People's Committee of Quang Trach district needs to focus on directing to basically complete it before June 20.

In cases where compensation and site clearance plans have been approved but are not complied with, administrative measures must be taken in accordance with the law; for 19 plots of land in the slag dump area, the People's Committee of Quang Dong commune must complete confirmation of land origin before June 20.

Regarding the investment plan for the construction of the water pumping station of Radar Station 535, Quang Trach district is required to complete related procedures before June 30; regarding the compensation plan for the water pumping station of Hon La Water Supply Company, the Provincial Economic Zone Management Board is assigned to preside over and coordinate with relevant agencies and units to have a mandatory inventory plan to ensure compliance with regulations before June 15.

Regarding resettlement and boat mooring, Vice Chairman of the Provincial People's Committee Phan Phong Phu requested the People's Committee of Quang Trach district to clearly determine the scale of investment in the construction of the resettlement area phase 4; at the same time, urgently carry out procedures related to boat mooring and report to the Provincial People's Committee before June 10.

He also directed relevant departments, agencies and sectors, based on their assigned functions and tasks, to actively coordinate with Power Project Management Board 2 to promptly remove obstacles in compensation and site clearance work to ensure the progress of key energy sector projects.
