According to initial information, Mr. NVH's family (residing in Yen Binh village, Loc Yen commune) has a mound of land in the Duong Cho area, along the Rao Nai river (also known as Rao Xe river, in Yen Binh village), used as a grazing ground for cows.
Early morning on May 25, seeing heavy rain and the risk of flooding, Mr. H. crossed the river to lead the cows back to the barn. However, due to the large floodwaters from upstream of Khe Tay stream, the river water rose rapidly, flowing rapidly and swirling. At this time, the mound where Mr. H. was standing was completely isolated by floodwaters.

Realizing the dangerous situation, Mr. H. shouted and called for help. Upon discovering the incident, local people quickly reported it to the local authorities and functional agencies.

Immediately after receiving the news, the People's Committee of Loc Yen commune directed the commune police force and the commune military command to quickly use motorboats to cross the flood waters, promptly come to the rescue, and bring Mr. H. safely to shore.
