Ha Dam in Quy Hai village (Thach Ngoc commune) has an area of about 6-7 hectares. The dam was built around 1986, the dam foot is about 3 meters high. The dam holds water with a capacity of about 230,000 m3 , providing irrigation water for dozens of hectares of crops in the area.

Due to the impact of heavy rain that lasted from the evening of May 24, combined with the strong flow of water from upstream, the water level in the Ha dam rose, causing a section of the Ha dam dike (earthen dike) to suddenly break at around 1:00 a.m. on May 25, the length at the break point was about 6-7m, the width was about more than 4m.

After the dike of Ha Dam broke, water from inside the dam rushed downstream, causing nearly 10 hectares of rice and crops near the foot of the dam to be flooded; water also flooded the gardens of some local residents.
