The document requests urgent inspection, assessment of the current status and ensuring absolute safety for the treasure and the entire relic site, and reporting the results to the Ministry of Culture, Sports and Tourism before May 26.
According to the Department of Heritage, the incident occurred at 11:55 a.m. on May 24 when Ho Van Phuong Tam (born in 1983, residing in Huong Long ward, Hue city) bought a ticket to visit the Hue Imperial City.
Through camera extraction and initial investigation, the subject showed unusual behavior when entering the Thai Hoa Palace area. Although the security guard invited him out of the exhibition area, the subject still returned, sneaked into the Throne exhibition area, screamed and broke the left armrest of the artifact.

Faced with the subject's recklessness and the risk of damaging other artifacts, security forces approached from a distance and reported to the authorities. At 12:10 p.m., the subject was subdued and handed over to Dong Ba Ward Police (Hue City).
The investigation agency later determined that Ho Van Phuong Tam showed signs of psychosis and was unable to cooperate with the interrogation. The subject had a history of compulsory drug rehabilitation in 2023 and had a wandering, unstable life after returning from Ho Chi Minh City.

Currently, the Hue City Police Investigation Agency has requested a psychiatric assessment for Ho Van Phuong Tam, and is coordinating with the People's Procuracy of Phu Xuan District to clarify the responsibilities of the relevant parties, to handle the case in accordance with regulations.
