Thoroughly implementing the ideology of “Taking people as the root”, throughout the leadership process, the Nha Trang City Party Committee has always imbibed the lesson of being close to the people, taking care of people’s lives. All policies, strategies and plans for socio -economic development of the city are aimed at making people prosperous, happy, and enhancing people’s trust in the Party and the State.

Close to people, close to the base

Imbued with the lesson of respecting and being close to the people, Nha Trang City Party Committee has constantly improved the effectiveness of mass mobilization work, strongly orienting activities towards the grassroots with the motto of being close to the people, caring for people's lives. The city has built and expanded many models of "Skilled Mass Mobilization" in various fields, associated with campaigns and emulation movements. At the same time, there are many solutions to improve the quality of mass mobilization work of the entire political system, especially the mass mobilization work of the government in implementing socio-economic development projects, in order to bring cadres and party members closer to the people, promoting the role and strength of the people in building and developing the city.

Ms. Nguyen Thi Khanh Hoa - Head of the City Party Committee's Mass Mobilization Commission said that the implementation of the Grassroots Democracy Regulations in the city has achieved many substantial and in-depth results in the past time. The People's Inspection Board, the Community Investment Supervision Board, and the grassroots mediation team have operated quite effectively. The motto "People know, people discuss, people do, people inspect, people supervise, people benefit" has been widely implemented, promoting the potential and creativity of the people in participating in discussing local affairs, in monitoring and social criticism activities, and contributing ideas to Party building and government building.

According to Mr. Nguyen Doan Khanh Binh - Secretary of Vinh Phuong Commune Party Committee, the issue of practicing democracy at the grassroots level in building new rural areas has always been identified by the commune as a key task. The commune has promptly informed, publicized and made transparent the mobilization and use of capital for new rural construction items so that people can participate in discussions, inspections and supervision. With the participation of the entire political system, in the period of 2015 - 2020, the commune mobilized people to donate more than 3,500m2 ^of land to expand roads, more than 150 working days and contributed more than 2.5 billion VND of counterpart capital to build public works. In 2020, Vinh Phuong commune was recognized as meeting the criteria for advanced new rural areas. “Currently, the rural appearance of the commune has changed a lot, the material and spiritual life of the people is constantly improving. The people are excited and confident in accompanying the Party Committee and local government to launch and build Vinh Phuong commune to achieve a model new rural area by 2025,” Mr. Nguyen Doan Khanh Binh shared.

In recent years, the City People's Council has made many innovations in content, improving the quality of its activities in a practical direction, close to the practical situation. Recently, Mr. Nguyen The Sinh - Standing Deputy Secretary of the City Party Committee, Chairman of the City People's Council inspected the actual reflections and recommendations of citizens on the situation of raising pigs and cows causing environmental pollution under the foot of the Tac River Bridge (Vo Nguyen Giap Street, in Vinh Trung Commune). Through the actual inspection, Mr. Nguyen The Sinh directed the People's Committee of Vinh Trung Commune to urgently handle and completely remove the violation. "Implementing the direction of the Chairman of the City People's Council, after only 1 day, the locality coordinated with relevant units to inspect and strictly handle the act of raising pigs and cows under the foot of the Tac River Bridge causing environmental pollution by Ms. Nguyen Thi Oanh (residing in Dong Nhon Village). Ms. Oanh has relocated herd of pigs and cows, restored the original status and committed not to continue the violation," said Mr. Vu Ngoc Huan - Chairman of the People's Committee of Vinh Trung Commune.

The direction and administration of the City People's Committee has many positive changes. Information on planning and projects, especially issues directly related to the people, is widely disseminated and publicized by the city on mass media so that people can know, discuss and contribute their opinions. The city pays special attention to promoting administrative reform to serve the people; strengthening dialogue, receiving citizens, handling complaints, denunciations and recommendations of citizens; strengthening the fight against corruption and negativity, contributing to maintaining political stability, order and social security...

Care for people's lives

Ensuring social security and caring for people's lives has always been a consistent goal throughout the socio-economic development process of Nha Trang City. In recent years, the city has had many solutions to mobilize the participation of the entire political system in implementing the goal of sustainable hunger eradication and poverty reduction, "using the people's strength to care for the people", constantly improving and enhancing the material and spiritual life of the people.

The scrap collection model "Small House - Million Hearts" of Phuoc Tan ward attracts cadres, members and people to participate.

In May 2022, after the "Small House - Million Hearts" scrap collection model was jointly deployed by the Front and mass organizations of Phuoc Tan ward, Ms. Bui Thi Phi Thuong (Head of the Group, Head of the Thai Nguyen Women's Union) and the staff and members of the group actively promoted the practice of waste classification and separate storage of reusable waste to contribute to the "Small House". Every Friday afternoon, Ms. Thuong and the members go to each house to collect sorted plastic waste and scrap, then bring them to the "Small House" storage compartment. "Although the activity is small, it contains great meaning, not only helping people get into the habit of sorting waste, raising awareness of environmental sanitation, but also turning waste into money, raising funds to support and help those in difficult circumstances in the area", Ms. Thuong shared.

Ms. Vo Truc Mai - a member in difficult circumstances of Tri Nguyen Women's Union Branch 1 (Vinh Nguyen Ward) has just received 28 million VND from the Front and the Ward Women's Union to repair her house. Ms. Mai emotionally said: "My family is very grateful to the local organizations and benefactors for their attention, help and sharing". Ms. Mai is just one of hundreds of cases that have been supported and helped by local organizations and unions over the past time. Ms. Le Thi Bich Huyen - Vice President of the City Women's Union said that every year, the unions at all levels build and repair 2 to 3 charity houses; in 2022, 442 means of livelihood were given to poor women in difficult circumstances, with a total value of more than 8.4 billion VND; 100% of members were mobilized to participate in the savings model for poor women with an amount of more than 1 billion VND to give means of livelihood, support women with disabilities, poor but studious children...

Ms. Dinh Thi Nam - Head of the Department of Labor, War Invalids and Social Affairs of Nha Trang City said that in 2022, the whole city had 819 poor households, accounting for 0.75%; 2,834 near-poor households, accounting for 2.6%. Currently, 100% of poor and near-poor households are issued health insurance cards, have access to tuition exemption and reduction policies, and support for study costs. The city has effectively implemented preferential credit support policies for poor, near-poor, and newly escaped poverty households; fully and promptly paid regimes and policies for people with meritorious services and social protection beneficiaries. In 2022, the city supported nearly 133 billion VND in preferential credit; the number of employed workers in the year increased by 5,500 people. With the joint efforts of the entire political system, by the end of 2022, the city will have 546 poor households (accounting for 0.49%), and 2,565 near-poor households (accounting for 2.31%).

From 2020 to the end of May 2023, the City People's Committee regularly received 935 citizens with 1,023 people; the Chairman of the City People's Committee periodically and unexpectedly received citizens with 59 sessions. The city received 5,768 petitions, of which 2,902/3,248 petitions were processed and resolved, reaching 89.35%, and 346 petitions are being processed and resolved.
