The final session of the 15th National Assembly will consider many important contents.

This afternoon, July 10, at the 47th session, the National Assembly Standing Committee (NASC) gave its opinion on the summary of the 9th session and gave its initial opinion on the preparation for the 10th session of the 15th National Assembly.

Reporting at the meeting, Secretary General and Head of the National Assembly Office Le Quang Tung said that the 10th session of the 15th National Assembly is expected to take place in about 1.5 months with 30 working days.

Due to the large amount of legislative content, supervision, and decisions on important issues at the session, many of which are difficult and complicated, the Secretary General of the National Assembly and Head of the National Assembly Office proposed organizing the 10th session in 2 sessions to have time for agencies to receive, explain, revise, and complete draft laws and resolutions with the best quality before submitting them to the National Assembly for approval.

Phase 1 lasts about 20 days, mainly arranging to discuss the contents submitted to the National Assembly for approval at the session and discuss in groups a number of draft laws submitted to the National Assembly for comments; question and answer questions.

The second session lasts about 10 days, mainly for the National Assembly to vote on laws and resolutions and discuss a number of draft laws submitted to the National Assembly for comments.

The break between two meetings is about 7 - 9 days.

The number of contents expected to date includes 21 contents related to legislative work, 9 groups of contents on socio -economics, state budget, supervision and other important issues; 12 groups of contents that agencies send reports for National Assembly deputies to study on their own (not including projects that competent authorities propose to study, amend and projects that the Government is proposing to add to the 2025 Legislative Program).

Secretary General Le Quang Tung also informed that the National Assembly plans to consider and pass 19 draft laws and give opinions on 2 draft laws. In addition, the Government has submitted a document proposing to submit 21 other draft laws to the National Assembly.

"In case the draft law or resolution is added to the 2025 Legislative Program, the Secretary General of the National Assembly and the Head of the National Assembly Office will adjust the expected content of the session according to the decision of the National Assembly Standing Committee," according to Mr. Le Quang Tung.

Because the 10th session is also the last session of the 15th National Assembly term, the Secretary General of the National Assembly and Head of the National Assembly Office reported and asked for the opinions of the National Assembly Standing Committee on 2 options for preparing reports.

Option 1 is that the agencies only prepare a Summary Report for the 2021-2026 term to submit to the National Assembly for consideration at the 10th session, including content on work in 2025 and other work as required in laws and resolutions of the National Assembly and the Standing Committee of the National Assembly.

Option 2: Agencies prepare two types of reports to submit to the National Assembly for consideration at the 10th session, including: Summary report for the 2021-2026 term; work report for 2025 (including reports on some contents as required in laws and resolutions of the National Assembly and the Standing Committee of the National Assembly).

Concluding this content, National Assembly Chairman Tran Thanh Man said that the National Assembly Standing Committee basically agreed with the initial preparation report for the 10th session.

Regarding draft laws, the National Assembly Chairman suggested that the Government carefully review and only submit to the National Assembly for consideration and approval urgent contents to remove obstacles and difficulties in socio-economic management; while draft laws expected to be commented on for the first time and approved according to the two-session process should be left for the next term because the 15th National Assembly no longer has time to organize additional sessions.

Regarding the report preparation, the Standing Committee of the National Assembly agreed that the agencies prepare a term report and prepare a separate work report for 2025.

The National Assembly Chairman requested the National Assembly Office to receive comments and, after this session, send them to relevant agencies to continue completing the report to the National Assembly Standing Committee at the next session on the expected content of the session.

"There will be a meeting very soon between the National Assembly Party Committee and the Government Party Committee to thoroughly grasp and prepare early and remotely," said National Assembly Chairman Tran Thanh Man.
