(BLC) - On the morning of September 29, the Provincial People's Council, term XV, 2021-2026, held the opening ceremony of the 23rd Session (Thematic Session).
Comrades: Giang Pao My - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the People's Council, Head of the Provincial National Assembly Delegation; Chu Le Chinh - Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Council; Nguyen Sy Canh - Vice Chairman of the Provincial People's Council chaired the meeting.

Speaking at the opening of the session, Comrade Giang Pao My - Secretary of the Provincial Party Committee, Chairman of the People's Council, Head of the Provincial National Assembly Delegation emphasized: In order to promptly concretize the regulations of the Central, the National Assembly, and the Government , the 15th Provincial People's Council held the twenty-third session to review and pass 18 resolutions. The draft resolutions submitted to the session have many important contents and a wide scope of impact. Therefore, he suggested that the Provincial People's Council delegates promote their intelligence, focus on studying reports, submissions, draft resolutions, and inspection reports of the Provincial People's Council Committees, closely following the regulations of the Central, the National Assembly, the Government, and the actual situation of the locality, to discuss and debate thoroughly to give opinions to ensure that the resolutions after being passed are practical, easy to implement, and highly feasible.
Propose that the Provincial People's Committee and the departments and branches assigned by the Provincial People's Committee to draft resolutions are responsible for explaining and clarifying the contents proposed by the Provincial People's Council delegates, contributing to improving the quality of the Session.

At the meeting, the provincial People's Council delegates reviewed and discussed 18 submissions of the provincial People's Committee and the appraisal reports of the provincial People's Council Committees with the following groups of contents: On adjusting and assigning additional medium-term public investment plans from local budget sources for the period 2021-2025, State budget sources in 2024; Resolution on the expected medium-term public investment plan for the period 2026-203; regulations on the authority to decide on the procurement of assets for science and technology tasks; procurement of goods and services for science and technology funding sources; regulations on the authority to decide on investment and procurement of information technology application activities using regular expenditure funds from the State budget under the management of Lai Chau province; regulations on expenditure levels to ensure the dissemination and education of law, standards of legal access and mediation at the grassroots level; regulations on environmental protection expenditure tasks using local budgets in Lai Chau province.
The leaders of the Department of Planning and Investment approved the report on adjusting and assigning additional medium-term public investment plans from local budget sources for the 2021-2025 period and the State budget sources in 2024.
Project of zoning plan for construction of Phieng Phat stream tourist area in Tan Uyen district; zoning plan for construction of Pac Ta eco-tourism resort area in Tan Uyen district; conversion of forest use purpose to other purposes to implement projects in the province; regulations on architectural management of Tam Duong town, Tam Duong district; Muong Te town, Muong Te district and Lai Chau city, Lai Chau province; other resolutions on the number of cars for general work of agencies and units under the management of the province; investment policy for the project of Construction of auxiliary items of police headquarters in some communes in the province; allocation and supplement of funds for provincial budget units and districts and cities to implement regimes, policies and tasks arising in 2024.
The session is expected to end on the morning of September 30. This afternoon (September 29), the provincial People's Council delegates will focus on discussing the draft resolutions presented at the session. Lai Chau Newspaper reporters will continue to update information for readers.
