In order to overcome the above situation, implementing Resolution No. 15-NQ/TU of the Lai Chau Provincial Party Committee on eliminating backward customs and practices, building a civilized lifestyle among ethnic minorities in the period of 2024-2030, the Party Committee and the government of Nam Ban commune have taken drastic, systematic and synchronous actions. As early as June 2024, the Commune Steering Committee was established, implementing a specific action plan, clearly assigning tasks to each member and each village. "Determining this as an important task not only in terms of culture but also directly affecting social security and local socio -economic development, we have organized extensive propaganda throughout the commune in many flexible forms, suitable for each ethnic group and each target group", said Comrade Tao A Thang - Party Committee Secretary, Head of the Steering Committee for implementing Resolution 15-NQ/TU of Nam Ban commune.

From 2024 to present, Nam Ban commune has organized 18 conferences, with more than 2,100 participants, from party cell conferences, village meetings to activities of mass organizations. The propaganda content focuses on identifying backward customs such as early marriage, incestuous marriage, giving birth at home, not registering marriage, long funerals, keeping livestock under the floor... At the same time, people also have access to legal policies related to marriage, family, gender equality, prevention of domestic violence...

Not only stopping at propaganda, the Commune Steering Committee has reviewed and specifically identified 11 backward customs and practices that need to be eliminated. Up to now, 6/6 villages in the commune have included the content of eliminating bad customs in the conventions and village regulations, ensuring compliance with legal regulations. All villages have organized meetings, signed commitments to implement, with close supervision from the Fatherland Front and organizations. In particular, the commune has chosen three villages as model villages: Nam O (Mang ethnic group), Pa Pang (Ha Nhi ethnic group), and Nam Vac II (Mong ethnic group). In these villages, clear changes have been recorded. People have abandoned the habit of holding long funerals, no longer open the coffin lid for visitors to see the face, and do not leave the deceased in the house for too long. Women are encouraged to give birth at medical facilities, and families reduce the number of children to focus on better care.

Mr. Giang A Chu, a resident of Nam Vac II village, said: “In the past, I also thought that having many children was a blessing, having someone to continue the family line. But after many times of being explained by village and commune officials, and then visiting a model of a well-off household with few children, I changed my mind. My husband and I agreed to have two children and take care of their education properly.”

To spread the movement, Nam Ban commune organized a contest for skillful mass mobilization with the theme "Eliminating bad customs, building a new lifestyle", attracting 4 teams representing the villages to participate. The lively and realistic skits about early weddings, long funerals, giving birth at home, etc. left a strong impression, helping people receive the message naturally and deeply.

At the same time, the commune also linked the movement to eliminate bad customs with economic development programs, improving the lives of local people. Models of raising buffaloes, cows, goats for reproduction, growing fruit trees and vegetables have been implemented, bringing about efficiency. According to the assessment of the Commune Party Committee, many positive indicators have been improved. The rate of early marriage and incestuous marriage has decreased significantly. The organization of funerals and weddings has become more economical and civilized. Barns have been moved away from residential areas, making the living environment cleaner and more beautiful. Many families have achieved the title of "Cultural Family", and the village has been recognized as "Cultural Residential Area".

However, the journey to eliminate bad customs in Nam Ban still faces many difficulties. Some customs and practices have been deeply rooted in the community's consciousness, especially among the Mang ethnic group. Some cadres and party members have not been truly exemplary in implementation, affecting the overall effectiveness of the movement. To overcome these limitations, the Commune Party Committee has proposed many specific solutions. In particular, emphasizing the exemplary role of cadres and party members; continuing to build model points; organizing periodic inspections and supervision; praising and replicating advanced models; strictly handling violations. Organizations such as the Women's Union and the Youth Union have also actively participated in the models: "Youth branch without members marrying early", "Women's group without children giving birth at home", "Population - Reproductive Health Club" ...

The campaign to eliminate bad customs and build a new lifestyle in Nam Ban commune is not only a story of changing customs but also a process of changing thinking, awareness, and arousing the will to rise up of the people in the border highlands. From small models and concrete changes, Nam Ban commune is gradually building the image of a civilized countryside, preserving the national cultural identity while still aiming for sustainable and modern development.
