The 21st century has witnessed many geopolitical changes, but also recorded breakthroughs and accelerations in economics, science and technology, globalization and especially artificial intelligence (AI). This is an opportunity for peoples and nations to grow stronger. So is our country, Vietnam.

New Era – The Era of Rising of the Vietnamese Nation is the consistent message of the Party leader – General Secretary To Lam in many important articles and speeches at special events of the country in recent times. The General Secretary’s message is a call to action, innovation, creativity, daring to think, daring to do to realize the aspiration to build a “more beautiful, more powerful” Vietnam.

The Education and Times Newspaper launched the column “The Era of Rising Up” to spread the General Secretary’s call to the entire Party, the entire people, and cadres, teachers, and workers in the education sector. The column includes articles, discussions, interviews, etc. with different perspectives on education, science and technology, socio-economics, etc. and the participation and consensus of the entire political system with the determination to realize the aspiration of building a strong country, reaching the goal, and achieving great achievements.

The Age of Wealth

An era is a historical period marked by important features or events that have a great influence on the development of society - culture - politics - nature. Eras are often used to divide time in history according to major events or fundamental changes in political life or science, technology, environment.

There are the Industrial Age, the Information Age, the Digital Age, the Space Age. Before that, there was the Stone Age, the Ancient Age, the Medieval Age…

General Secretary To Lam affirmed that the era of striving implies creating a strong, decisive, resolute, positive, effortful, inner-strength, and confident movement to overcome challenges, surpass oneself, realize aspirations, reach goals, and achieve great achievements.

The new era - the era of the Vietnamese people's rise is a period of development and prosperity under the leadership and rule of the Communist Party, successfully building a socialist Vietnam, a rich people, a strong country, a democratic, fair, civilized society, on par with the world powers.

All people have a prosperous and happy life, are supported to develop and enrich themselves; contribute more and more to world peace, stability, development, human happiness and global civilization.

The destination of the rising era is a rich people, a strong country, socialism, standing shoulder to shoulder with the world powers. The top priority in the new era is to successfully implement the strategic goals by 2030, Vietnam becomes a developing country with modern industry and high average income.

Positioning the goal of bringing the country into a new era. The General Secretary emphasized three foundations:

Accordingly, from a poor, backward, low-level, besieged and embargoed country, Vietnam has become a developing country with average income, deeply and widely integrated into world politics, the global economy, human civilization, and taking on many important international responsibilities. Independence, sovereignty, unity and territorial integrity are maintained; national and ethnic interests are guaranteed.

The size of the economy in 2023 will increase 96 times compared to 1986. Vietnam is in the group of 40 countries with the largest economies in the world and the top 20 economies in terms of trade and foreign investment attraction; has diplomatic relations with 193 countries that are members of the United Nations; builds partnerships...

The world is in a period of epochal change. From now until 2030 is the most important period to establish a new world order. This is also a period of important strategic opportunity, the final stage of the Vietnamese revolution to achieve the 100-year strategic goal under the leadership of the Party, creating a solid foundation to achieve the goal of 100 years of national founding.

The epochal change brings new opportunities and advantages, but also many great challenges for Vietnam. The 4th industrial revolution, especially artificial intelligence and digital technology, brings opportunities that developing and underdeveloped countries can grasp to get ahead and develop rapidly.

The 14th National Party Congress – the foundation for a new era

The history of the Vietnamese revolution shows that under the Party's wise and talented leadership, arousing the will of self-reliance, self-strengthening, national pride, mobilizing the strength of the entire people combined with the strength of the times, the Vietnamese revolutionary boat will achieve miracles.

These are miracles of a semi-feudal colonial democratic country being able to defeat two powerful colonial empires; miracles of a country that from being besieged and embargoed successfully carried out the renovation process with great achievements.

Now is the time for the Party's will to blend with the people's hearts in the aspiration to build a prosperous and happy country, soon successfully build socialism, and stand shoulder to shoulder with the world powers.

By 2045, become a developed socialist country with high income; strongly arouse national spirit, spirit of autonomy, self-confidence, self-reliance, national pride, aspiration for national development; closely combine national strength with the strength of the times.

From the above issues, it can be seen that the current time is "converging" the total advantages and strengths to bring the country into a new era, the era of national growth following the era of independence, freedom, building socialism and the era of innovation.

The new era begins at the 14th National Party Congress. From now on, hundreds of millions of people, as one, under the leadership of the Party, will unite, join forces, make the most of opportunities and advantages, push back risks and challenges, and help the country take off for comprehensive, strong, and breakthrough development.

7 strategic directions

First, on improving the Party's leadership method. The General Secretary emphasized that in more than 94 years of leadership, the Party has continuously improved its leadership method, enhanced its governing capacity, and maintained its role as a revolutionary leader. However, to meet new requirements, it is necessary to strongly innovate its leadership method, ensuring that the Party is the great leader, leading the nation forward.

Solutions include: Strictly implementing leadership methods, avoiding excuses or laxity; streamlining the apparatus, improving intelligence and leadership effectiveness; innovating the issuance and implementation of resolutions; consolidating grassroots party organizations and promoting digital transformation in Party activities.

Second, on strengthening the Party spirit in building and perfecting the socialist rule-of-law state of the people, by the people, and for the people. The General Secretary acknowledged that after 2 years of implementing Resolution 27-NQ/TW, the building of the socialist rule-of-law state has achieved many positive results but there are still limitations, especially institutional "bottlenecks". The law needs to be continuously improved to institutionalize the Party's guidelines, promote democracy, and protect human rights and civil rights.

Third, on streamlining the organization to operate effectively and efficiently. The General Secretary affirmed that this is an urgent requirement. It is necessary to continue reforming the apparatus of the Party, the National Assembly, the Government, the Fatherland Front and socio-political organizations towards effectiveness and efficiency, reducing intermediary units, and organizing according to a multi-sectoral and multi-field model.

Promote decentralization and delegation of power with the principle of "locality decides, acts, and takes responsibility," combined with increased inspection and supervision, clarifying responsibilities between the central and local governments, promoting proactiveness, creativity, and autonomy of localities.

Fourth, on digital transformation. The General Secretary analyzed that digital transformation is not just about applying technology but also about establishing a “digital production method,” where data is an important resource and humans and artificial intelligence are harmoniously combined. However, inappropriate production relations are hindering development.

To take advantage of opportunities from the Fourth Industrial Revolution, it is necessary to carry out strong and comprehensive reforms, adjust production relations, and promote outstanding development. The Politburo will soon issue a Resolution on national digital transformation for synchronous implementation.

Fifth, on combating waste. Quoting President Ho Chi Minh: “Waste, although not pocketing public money, is still very harmful to the people and the government. Sometimes it is more harmful than corruption.” General Secretary To Lam pointed out that waste is now quite common, in many different forms, and has caused many serious consequences for development. Waste causes serious consequences and needs to be prevented as drastically as corruption.

The General Secretary proposed strategic solutions to address this situation in the coming years, including: Issuing regulations to identify and handle wasteful behavior, strictly punishing it to "warn the whole region and the whole field". Building a culture of preventing and combating wastefulness; making the practice of thrift and combating wastefulness "voluntary", "self-conscious", "daily food, water, clothes".

Review and supplement management mechanisms and economic and technical norms; complete regulations on public asset management and digital transformation. Resolutely resolve ineffective projects with large losses; promote equitization and improve the efficiency of state-owned enterprises. Build a culture of thrift, turn thrift practice and anti-waste into a voluntary habit.

Sixth, on cadres. The General Secretary affirmed that this is the decisive factor for success or failure, especially in the stage of building a team of cadres with the capacity to lead the country into a new era. It is necessary to strongly innovate the work of recruiting, training, appointing and evaluating cadres, with special attention to practical results and digital transformation requirements.

It is necessary to develop a mechanism to encourage cadres to innovate, be creative, and dare to take responsibility, while screening and eliminating those who lack qualities and abilities. Training and fostering cadres to participate in the Party Committee, ensuring the selection of people with leadership capacity, creativity and high responsibility, and successfully implementing the Party's resolutions.

Seventh, on the economy. The General Secretary commented that Vietnam's economy has grown continuously, from a low-income country to a middle-income country. However, the risk of falling behind and falling into the "middle-income trap" still exists.

To overcome this risk, it is necessary to make strong institutional breakthroughs, remove barriers, put people and businesses at the center, mobilize all domestic and foreign resources. Focus on developing science and technology, building synchronous infrastructure and developing the socialist model, focusing on socialist people.

Developing new productive forces combining high-quality human resources and strategic infrastructure, promoting digital transformation, green transformation, and science and technology as the main driving force for development.
