Engineer used fake degree in nearly 600 billion VND bid in Hue

Responding to VTC News reporters, the leader of the Hue City Urban Development and Construction Investment Project Management Board confirmed that when package 21 of the To Huu extended road project to Phu Bai airport (Hue City) was being implemented, there was a petition reflecting that a construction engineer of a company participating in the project used a fake university degree in the bidding documents.

In the documents of the joint venture that won the bid for package 21 of the To Huu road extension project to Phu Bai airport ( Hue city), it was discovered that key personnel used fake engineering degrees.

Mr. Le Truong X.'s civil engineering degree included in the bidding documents for package 21 of the To Huu extended road project to Phu Bai airport (Hue city) was determined to be fake.

The Hue City Urban Development and Construction Investment Project Management Board coordinated with relevant agencies to clarify and determine that the engineering degree in Construction Engineering issued by the University of Transport of Mr. Le Truong X. (born in 1988 in Ha Nam ) in the bidding documents for package No. 21 was fake.

Based on the documents provided by the Hue City Urban Development and Construction Investment Project Management Board to VTC News Electronic Newspaper reporters, in the working minutes on April 29, including Mr. Le Truong X.; representative of Me Tri Ward Police ( Hanoi City); FECON RAITO Company (a unit in the consortium of bid package No. 21) clearly stated: " Mr. Le Truong X. has been an employee of FECON Joint Stock Company since 2011 and is currently an employee of FECON RAITO Underground Construction Joint Stock Company (from 2017 to present).

In 2019, although the company did not require it, Mr. X. self-declared and submitted to the company a copy of his construction engineering diploma issued by the University of Transport on October 15, 2015, number 244210, and number 606/k15 in the certificate book. However, upon verification, the above university diploma was not issued by the University of Transport.

During his work with FECON RAITO Company, Mr. Le Truong X. admitted that in 2012, he registered to study at the University of Transport. For some reasons, Mr. X. dropped out of school and was not awarded a degree. In 2019, due to the desire to "improve his personal profile", Mr. X. borrowed the graduation certificate of a classmate and then used editing software to change the information and submitted the edited scan to the company's HR department... "

According to the police agency's comments: " Mr. Le Truong X. edited the soft copy of his university diploma and then submitted a scanned copy to the company, while the company did not request or require it, which is a violation of the Labor Law. The company also decided to terminate Mr. X's employment ."

According to the leader of the Hue City Urban Development and Construction Investment Project Management Board, after the incident, the unit also sent a document to the Bidding Management Department (Ministry of Finance) requesting guidance on handling the above situation and received a reply: " It is necessary to clarify whether the purchase and use of fake degrees is the act of the contractor or the contractor's key personnel, whether the contractor intentionally or unintentionally provided dishonest information to distort the contractor selection results and consider the responsibility of the employer, the responsibility of the employee in concluding the labor contract according to the provisions of law (if any)... to serve as a basis for reporting to the competent authority for consideration and decision... "

The leader of the Hue City Urban Development and Construction Investment Project Management Board said that the unit is currently coordinating with the authorities to handle the case.

The To Huu road extension project to Phu Bai airport is a key project of Hue city that was interrupted by the "fake certificate" incident in package number 21.

Regarding the implementation of package 21, according to the Management Board of Hue City Urban Development and Construction Investment Projects, the package started on January 21, and on February 14, the contractor approached the site in Thuy Thanh Commune (Huong Thuy Town) with a length of about 1.5 km. Up to now, the contractor has excavated the topsoil of the rice fields to build a service road within the scope of the site handover, is constructing bored piles for the bridge and assembling machinery and equipment, preparing for mass construction. After receiving authentic information about the fake university degree, the contractor has been working slowly, so the construction value is not large.

The To Huu extended road project to Phu Bai airport was approved by the People's Committee of Thua Thien Hue province (now Hue City People's Committee) in 2023 with a total investment of 1,143 billion VND, the project implementation period is 4 years. In which, package No. 21: Construction and installation of a section with a planned cross-section of 60m (section 1 and section 2 are about 6.1km long) and a transformer station on the To Huu extended road project to Phu Bai airport with an estimated cost of more than 668 billion VND.

During the bidding process on the national bidding network, 3 contractors participated. On December 12, 2024, the bid was opened; the results showed that 3 contractors submitted bid documents that met the technical requirements. Of which, the consortium of Package No. 21, including members: 456 Joint Stock Company; Dong Tam Group Joint Stock Company; An Phu Quang Ninh Investment Construction Consulting Joint Stock Company and FECON Joint Stock Company, won the bid with the lowest bid price of 583 billion VND; the implementation period is 900 days.
