On the afternoon of June 18, at the Government headquarters, Prime Minister Pham Minh Chinh chaired and directed the National Conference on preparations for the 2025 High School Graduation Exam (taking place on June 26 and 27). The conference was connected online to the headquarters of the People's Committees of provinces and centrally-run cities. Also attending was Minister of Education and Training (MOET) Nguyen Kim Son.
1.16 million candidates took the exam
The Ministry of Education and Training said that the total number of candidates taking the 2025 High School Graduation Exam is more than 1.16 million students, an increase of nearly 100,000 candidates compared to 2024. The exam is organized for both students studying under the 2018 GeneralEducation Program and the 2006 General Education Program from previous years.
The Ministry of Education and Training has proactively and actively researched and conducted a large-scale survey nationwide and announced the exam plan from the end of 2024 and the beginning of 2025; established a National Steering Committee for the 2025 High School Graduation Exam with the participation of the Ministry of Public Security , the Government Cipher Committee, the Central Propaganda and Mass Mobilization Committee, and the Ministry of Health. The Ministry also proposed to increase the rate of using process assessment scores in graduation recognition from 30% to 50%.
Ms. Vu Thu Ha - Vice Chairman of Hanoi People's Committee, Head of the City's Examination Steering Committee - said that this year, Hanoi has 124,072 candidates registered to take the exam. Of which, 121,057 candidates are taking the exam under the 2018 General Education Program, the rest are candidates taking the exam under the 2006 General Education Program. The city has arranged 233 exam sites with nearly 5,600 exam rooms; mobilized 16,000 cadres, teachers and employees to participate in exam supervision. The Chairman of the City People's Committee has issued a Directive on strengthening direction and coordination in organizing the high school graduation exam and university and vocational education entrance exam in 2025. 100% of the exam sites have been thoroughly inspected. Up to this point, preparations for organizing the exam in Hanoi in terms of facilities, human resources and safety conditions for the exam have been ensured.
According to the Ministry of Education and Training, up to now, other localities have also actively prepared for the exam, proactively mobilized maximum local resources, and developed plans suitable to the specific conditions of each region. 100% of localities have established provincial exam steering committees; developed detailed and specific plans to organize the exam. Localities have also established and organized inspection teams for exam preparation and exam organization.
Create the best conditions for candidates
Prime Minister Pham Minh Chinh emphasized that the 2025 High School Graduation Exam takes place at a historic time when the whole country simultaneously announces the system of organizational apparatus and administrative units, putting them into operation simultaneously at the provincial and communal levels from July 1, 2025.
The Prime Minister requested that the organization of the apparatus should not affect the exam; it must ensure that the exam takes place normally, comprehensively, and synchronously. Ministries, localities, and especially the grassroots level, must participate in organizing the exam in a safe, serious, thoughtful, smooth, compact, public, transparent, equal manner, and ensuring the highest quality. The exam results most objectively reflect the quality of teaching and learning, ensuring the requirements and regulations set forth. Party committees, authorities, the Fatherland Front, and socio-political organizations must consider this an important task for June.

The Prime Minister affirmed that the high school graduation exam is an important "threshold"; it not only marks the "maturity" of students, but also is a "transitional" step that guides and shapes their future path. With the spirit of lifelong learning, the results of the exam reflect the process of training and continuous efforts over 12 years of study; at the same time, this is the basis for graduation, the "entrance" condition for universities and colleges, opening up learning and career opportunities for the country's future generations. The Government and the entire political system, all levels, sectors, localities and the whole society are deeply concerned - every household and every person follows, accompanies, and creates all favorable conditions for students to confidently and confidently enter the exam.
With the viewpoint of "taking students as the center, the subject - teachers as the driving force - schools as the support - families as the support - society as the foundation", the Prime Minister proposed to organize the high school graduation exam safely, smoothly and seriously. All security and safety work; medical work to prevent and control epidemics, ensure food hygiene and safety; work to be ready to supply electricity and water, backup plans; work to respond to extreme weather, natural disasters, floods, heat waves, etc. must be prepared, with specific backup plans.
The Prime Minister paid special attention to the fight against corruption in exams. All stages of exam management, printing, transporting, invigilation, grading, etc. must be strictly organized to ensure absolute safety. The Ministry of Education and Training continues to review and promptly issue detailed instructions and guidance documents, and fully, clearly, and promptly respond to feedback from ministries, agencies, and localities throughout the exam period.
