On September 20, the Ministry of Education and Training held a conference to review the organization of the 2023 High School Graduation Exam and deploy directions and tasks for the 2024 exam.
Deputy Minister of Education and Training Pham Ngoc Thuong, Head of the National Steering Committee for the 2023 High School Graduation Exam, chaired the Conference. Also attending were members of the National Steering Committee for the 2023 High School Graduation Exam and the Steering Committee's support team; representatives of a number of relevant departments and offices of the Ministry of Education and Training; representatives of the Department of Schools (Ministry of National Defense), the Department of Training (Ministry of Public Security) and representatives of 63 Departments of Education and Training.
Speaking at the Conference, Associate Professor, Dr. Huynh Van Chuong, Director of the Department of Quality Management, Ministry of Education and Training, said: In 2023, the national high school graduation rate will be 98.88%. The basic statistics remain unchanged compared to 2022; the exam questions closely follow the knowledge and skills standards, with appropriate differentiation; the exam results objectively reflect the learning outcomes of candidates and the quality of teaching in localities by region: localities with favorable socio-economic conditions achieve higher results; large cities, traditional provinces, provinces in the Northern Delta region have higher results than provinces in difficult areas such as the Northwest, some Central Highlands provinces, etc.
The score distribution this year and the previous two years are relatively stable. This shows that the Ministry of Education and Training's exam setting is quite certain, creating stability for society, students, parents as well as university admissions. The score distribution for the subjects of math, physics, and chemistry has not changed compared to previous years. The subject of Civic Education has many good and excellent scores, demonstrating students' abilities, their interest in society, and their understanding of civic education has improved. The exam results show that the exam is stable and has gradually improved to be better. This is the most reliable exam at the present time for universities to confidently use the results for admissions.
Regarding the 2024 High School Graduation Exam, Associate Professor, Dr. Huynh Van Chuong affirmed that this year's exam will be kept stable as in the 2020-2023 period in terms of organization and model; however, there will be some technical adjustments to overcome the limitations and shortcomings of the 2023 High School Graduation Exam.
High school graduation exam from 2025 will be organized by subject
Regarding the plan to organize the graduation exam from 2025, according to Associate Professor Huynh Van Chuong, the purpose of organizing the exam is to accurately assess the learning outcomes of learners according to the objectives of the General Education Program (GEP) 2018. Using the exam results to consider recognizing high school graduation and as one of the bases to evaluate the quality of teaching and learning of general education institutions and the direction of education management agencies. Providing reliable data for universities and vocational education institutions to use in enrollment in the spirit of autonomy.
Regarding the exam subjects, the High School Graduation Exam from 2025 will be organized by subject, including: Literature, Mathematics, Foreign Languages, History, Physics, Chemistry, Biology, Geography, Economic and Legal Education, Information Technology, Technology; in which some subjects are compulsory and some are optional.
The test content closely follows the objectives of the 2018 General Education Program, mainly the 12th grade program. The test questions are aimed at enhancing capacity assessment, in accordance with the regulations and roadmap for implementing the 2018 General Education Program.
Literature is tested in essay format; the remaining subjects are tested in multiple-choice format. The question bank and exam papers for all subjects are built with an emphasis on competency assessment.
The Ministry of Education and Training regulates the time frame for organizing the exam (general exam schedule), in accordance with the school year schedule to ensure consistency throughout the country.
The graduation recognition method will combine the results of the process assessment and the graduation exam results.
Regarding the exam organization method and implementation roadmap: in the 2025 - 2030 period, the paper-based exam method will be maintained; at the same time, the effective application of information technology will be enhanced, and computer-based exams will be gradually piloted for multiple-choice subjects in localities with sufficient conditions (it is possible to combine paper-based and computer-based exams).
After 2030: Strive to switch to organizing high school graduation exams on computers for multiple-choice subjects when all localities nationwide have the conditions to organize exams on computers.
Regarding decentralization and delegation of authority to organize exams, the Ministry of Education and Training shall provide general direction, promulgate regulations and guidelines for organizing exams; build a question bank and create exam papers to provide to localities organizing exams; prescribe a general exam schedule; inspect and examine the organization of exams and consider recognition of high school graduation.
