Lai Chau: Ensuring 100% of ethnic minority children receive enhanced Vietnamese language training.

Lai Chau province recently held a conference to summarize the implementation of the Project to strengthen Vietnamese language skills for preschool and primary school children in ethnic minority areas (2016-2020, with a focus on the period up to 2025) and the Project for the development of preschool education (2018-2025).

The projects "Strengthening Vietnamese language skills for preschool and primary school children in ethnic minority areas, 2016-2025" and "Developing preschool education, 2018-2025" have been actively implemented in Lai Chau province. The key objectives and tasks of both projects have been successfully completed, contributing to the sustainable development of education in ethnic minority areas.

The school system continues to receive attention and increased investment in facilities and equipment for educational institutions, especially in disadvantaged areas. The percentage of solid and semi-solid classrooms in preschools reached 100%. For primary schools, the percentage of solid classrooms reached 98.6%.

The enrollment rate for 5-year-old children in school reached almost 100% (99.98%), and for preschool children reached 99.8%; 100% of preschool and primary school students attend school for two sessions per day; the rate of 6-year-old children entering grade 1 reached 99.99%, which contributes to maintaining and improving the quality of universal education in the province.

Training and capacity building for management staff and teachers continues to receive attention. The percentage of preschool teachers meeting the required training standards is 96.1%, with 75.2% exceeding those standards. The percentage of teachers rated as "good" or higher in terms of professional standards is 92.5%. Training in ethnic languages ​​and methods for enhancing Vietnamese language skills has been implemented comprehensively, contributing to improved teaching effectiveness in ethnic minority areas.

The quality of preschool and primary education continues to be maintained and improved, with all targets set in the two projects being met and exceeded. The rate of ethnic minority children receiving enhanced Vietnamese language instruction reached 100%, appropriate for their age; helping to develop listening, speaking, reading, and writing skills and a reading culture from an early age, creating confidence for children in communication and learning. The rate of schools meeting national standards is increasing, especially the rate of preschools meeting national standards, reaching 74.1%, exceeding the plan by 24.1%.

Mr. Tong Thanh Hai, Standing Vice Chairman of the Lai Chau Provincial People's Committee, emphasized: "The outstanding result is that 100% of ethnic minority children have received enhanced Vietnamese language training, improving their listening, speaking, reading, and writing skills; the scale and quality of preschool education have exceeded the set targets. The universalization of preschool education has been firmly maintained."

In the coming period, all levels, sectors, and localities in Lai Chau province will continue to research and incorporate educational and training development goals into the resolutions of Party congresses at all levels and the socio-economic development plans of the localities. They will effectively review schools, classrooms, facilities, and staffing after the dissolution of districts and the merger of communes; and conduct thorough forecasting of student numbers over the next 5, 10, and 15 years to develop plans and strategies for school networks, facilities, and staffing that meet actual needs. They will continue to proactively advise and coordinate the implementation of educational policies in ethnic minority areas. They will maintain the achievements of universal preschool education for 5-year-old children and level 3 primary education; and enhance the effectiveness of inspection and supervision of the implementation of educational tasks.

At the conference, the leaders of the Lai Chau Provincial People's Committee awarded Certificates of Commendation to 23 collectives and 46 individuals for their outstanding achievements in implementing the Project to strengthen Vietnamese language skills for ethnic minority preschool and primary school children in the period 2016-2020, with a focus on the year 2025, and implementing the Project to develop preschool education in the period 2018-2025.
