On September 16, the National Assembly's Supervisory Delegation surveyed Vinh Tan Thermal Power Plant (Vinh Tan commune, Lam Dong province) on the implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 took effect.
According to Lam Dong Provincial People's Committee, Vinh Tan Power Center has four commercially operating plants, generating electricity with a capacity of more than 4,280 MW.
All projects have had their environmental impact assessment reports approved by the Ministry of Industry and Trade and environmental licenses granted under the Law on Environmental Protection 2020. The automatic and continuous monitoring system is connected to the Department of Agriculture and Environment for monitoring.
Although factories have taken measures to reduce pollution, dust, coal dust and noise are still released into the environment, affecting the lives of people living near the factories.
According to Vietnam Electricity Group , from 2024 to August 2025, the Group's factories have spent more than VND261 billion on environmental protection, focusing on operating and maintaining waste treatment systems, environmental monitoring, incident prevention and response, hazardous waste treatment, and technology improvement.
Before the roadmap to apply new strict emission standards from 2032, Vinh Tan Power Center has deployed a series of measures: expanding coal warehouse roofs, installing misting systems, automatic car washes, surveillance cameras, meteorological monitoring stations... to limit the spread of coal dust and ash.
Every year, Vinh Tan Power Center generates about 1.8 million tons of ash and slag. In addition, partners operate an on-site ash and slag treatment line with a capacity of 700,000 m³/year. Currently, the habit of using traditional materials and no transport infrastructure project uses ash and slag as roadbed. Therefore, the Group recommends that the Government soon develop a mechanism to encourage the reuse of ash and slag in the production of unburnt bricks, landfill materials, roadbeds and exports.
At the working session, the Provincial People's Committee recommended that the Supervisory Delegation propose to the Government to assign the Ministry of Industry and Trade to coordinate with ministries, branches and the province to develop and implement a plan to relocate people and arrange capital for implementation in accordance with current legal regulations, and consult the State Capital Management Committee at enterprises on capital-related contents for implementation.
In addition, Vietnam Electricity Group is researching, investing, and installing an automatic, continuous monitoring station for the ambient air environment in residential areas, connecting and transmitting data to the Department of Agriculture and Environment to monitor and control dust, noise, and air environment in the area.
