According to the report of the District 6 Health Department, the District 6 Health Center has been announced by the Department of Health as a qualified facility for health check-ups according to Circular No. 14/2013/TT-BYT for many years. The Health Department said that in District 6, most schools in the area want to sign a contract with the District 6 Health Center for health check-ups at the beginning of the school year for students.
Therefore, District 6 Medical Center has established a student health examination team including doctors and nurses of the Center and affiliated medical stations according to the regulations of the Ministry of Health . However, with more than 50,000 students and the pressure to ensure the progress of student health examinations is completed before the first semester, while still ensuring the maintenance of medical examination and treatment activities, disease prevention in the area under the responsibility of the Center, there is not enough staff to examine and check health in some specialties.
For this reason, the center has trained and arranged other medical staff to participate in student health check-ups, even though it knows that these medical staff do not have a practicing certificate. The Medical Center also cited the lack of medical staff as a difficult problem that not only occurs at the District 6 Medical Center but is a common problem for a number of public medical facilities.

Through re-investigating the assignment of medical staff to participate in health examinations at Binh Tien School of District 6 Medical Center (on November 13, 2023) for students of 5 5th grade classes as follows: weighing and measuring by the school; vision measurement by 1 physician and 1 nurse; Pediatric examination by a Traditional Medicine doctor (with a medical certificate); Eye examination by a Preventive Medicine doctor (no medical certificate); Ear, nose and throat examination by a Traditional Medicine doctor (with a medical certificate); Dental and maxillofacial examination by a Medical Doctor (no medical certificate); Musculoskeletal examination by an Internal Medicine doctor (with a medical certificate).
Therefore, the wrong problem of District 6 Medical Center is that it assigned a reserve doctor without a CCHN to participate in health check-ups (eye and dental check-ups), and assigned a Traditional Medicine doctor to perform specialized check-ups (Pediatrics, nose and throat).
The Ho Chi Minh City Department of Health believes that there are still many feasible solutions that can be applied in the case of District 6 Medical Center such as: proactively inviting District 6 Hospital or inviting general clinics in the area to participate in student health check-ups, or contacting public and private hospitals in the city to send specialist doctors to support and coordinate in participating in health check-ups...
Through this incident, the Department of Health requested District 6 Medical Center to temporarily suspend student health examinations, seriously review, overcome and correct the reported issues, and ensure strict compliance with health examination conditions according to regulations.
"District 6 Medical Center must ensure the health examination conditions and report to the Department of Health and District 6 People's Committee before organizing health examinations again. The Department of Health requests the District 6 People's Committee to direct the Health Department to coordinate with District 6 Medical Center to review the health examination process for students in the area, seriously rectify it, and at the same time direct the Medical Center to review and clarify responsibilities, not to let the incident recur," the Ho Chi Minh City Department of Health stated.
