Lang Ngua village is a particularly disadvantaged residential area of Nhon Son commune, Ninh Son district, Ninh Thuan province. National target programs, especially the National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas for the 2021-2030 period (National Target Program 1719), have created livelihoods, increased income, and improved the lives of the Raglay people. Capital from national target programs has promoted investment efficiency, created excitement for local officials and people, and actively contributed to building an increasingly prosperous new rural appearance. Thanh Hoa currently has 1,281 prestigious people among ethnic minorities living in mountainous districts. Returning to Lang Ngua village at the end of November 2024, we were shared with Village Chief Le Van Nhieu about the current living conditions of the people and the effectiveness of the National Target Program for Sustainable Poverty Reduction and the National Target Program 1719, creating livelihoods for people to work hard and escape poverty. Taking us to visit the residential area, people live in "3-hard" houses, house after house next to each other. Mr. Nhieu said that thanks to the Government's support programs, 100% of households live in houses with corrugated iron roofs, brick walls, and tiled or cement floors. Although not luxurious, it ensures stable accommodation, helping people settle down and work.
Lang Ngua village currently has 147 households with 539 people, including 103 households with 412 Raglay people. People's lives depend on the income from 75 hectares of rice and vegetable fields, which are actively pumped from the North canal of the Nha Trinh irrigation system. In 3 years (from 2022 to 2024), Lang Ngua residential area received 474 million VND from Project 4, National Target Program 1719 to repair and upgrade the spacious Village Cultural and Sports House, well meeting the meeting and living needs of the people. In mid-2023, from the support fund of the National Target Program for Sustainable Poverty Reduction, Lang Ngua established a community group of 16 Raglay households, which was supported with 452.9 million VND to buy goats for breeding. Each household was supported with 10 female goats and 1 male goat with a total weight of 223kg, worth 28.3 million VND. People contributed 105 million VND to build barns and grow grass, providing green food for the goats.
On October 1, 2024, the Raglay people of Lang Ngua village received support from Sub-project 2 under Project 3 of the National Target Program 1719 with a budget of 423.7 million VND to buy 130 female goats and 13 male goats for breeding. Each household was supported with 10 female goats and 1 male goat for breeding with an average weight of 238 kg/household, worth 32.5 million VND. The breeding unit ensures veterinary care and reproduction for 6 months. If the breeding goat does not become pregnant, it will be replaced with another breeding goat.
Mr. Le Van Nhieu took us to visit the family of Ms. Mang Thi Hong, one of the poor households that has just received support from Project 3 for breeding goats. Ms. Hong personally bought wood and old corrugated iron to build a high barn, ensuring airy and hygienic conditions. Adding green grass to supplement the goats' food, Ms. Mang Thi Hong happily shared: "From a poor family, now the Government's National Target Program 1719 supports the cost of buying 10 breeding goats for breeding. I myself try to take good care of the mother goat so that she can give birth to baby goats, bringing income for the family to escape poverty sustainably."
National Target Programs create livelihoods for the poor in Lang Ngua village to strive to do business and escape poverty. By the end of 2024, the residential area had 7 poor households, a decrease of 17 households compared to 2023. Mang Thi Thuoc, Mang Thi Phan, and Mang Thi Thin households escaped poverty sustainably thanks to the effective implementation of the model of combined crop cultivation and horned cattle breeding. At the end of 2022, Lang Ngua village had 7 households receiving support of 40 million VND/household from Project 1 of National Target Program 1719 to build houses. The households borrowed 60 million VND from the Ninh Son Branch of the Bank for Social Policies to build "3-hard" houses with a usable area of over 40 m2 . Standing in front of the "3 hard" house with fresh paint, Ms. Mang Thi Quy excitedly said: "I am a poor household, and was supported by the National Target Program 1719 with 40 million VND combined with a loan of 60 million VND to build a house to ensure a stable family life."
Ms. Truong Thi Bich Thuan, Secretary of the Party Committee - Chairman of the People's Committee of Nhon Son commune, said that the capital of the National Target Programs has promoted investment efficiency, helping the locality achieve the criteria of an advanced new rural commune. Including the capital of the National Target Program 1719, creating livelihoods for the Raglay people in Lang Ngua village, helping them to make efforts to do business, rise out of poverty, contributing to reducing the number of poor households in the commune from 2.62% in 2023 to 1.14% with 48 households/212 people, a decrease of 1.48%. In the coming time, the local Party Committee and government will continue to mobilize resources to support the Raglay people to develop production, create jobs, increase stable income, and improve the quality of life.
