The telegram reads:
"Looking back over the past 74 years, despite many difficulties and challenges, thanks to the important foundation built by generations of Party leaders, the Cambodian People's Party has achieved many great and glorious victories in the cause of national liberation, saving the Cambodian people from the disaster of genocide, firmly protecting the fruits of the revolution, building a peaceful, stable, prosperous Cambodia, with an increasingly enhanced role and position in the region and the world. The Communist Party of Vietnam and the Vietnamese People congratulate the Cambodian People's Party on these achievements and firmly believe that, promoting the tradition and valuable experiences gained from history and practice, the Cambodian People's Party, under the leadership of the Central Executive Committee and the Central Standing Committee, headed by President Hun Sen, will continue to lead the country to achieve many new and even greater achievements in successfully implementing the Party's Platform for the 2023-2028 period and The Pentagon Strategy of the Government of the 7th tenure, making Cambodia an upper middle-income country by 2030 and a high-income country by 2050".
The Communist Party of Vietnam also affirmed: "Despite the current changes in the world and regional situation, with opportunities and challenges intertwined, especially as both countries enter a new era, an era of strong and prosperous development, the Communist Party of Vietnam, the State and the People of Vietnam affirm that they always attach importance to and give top priority to developing relations with Cambodia and will do their utmost together with the Cambodian People's Party, the State and the People of Cambodia to protect, preserve and foster the relationship between the two Parties, the two States and the People of the two countries."
* On this occasion, General Secretary To Lam sent a flower basket to congratulate CPP President, President of the Cambodian Senate Hun Sen and CPP Honorary President Heng Samrin; Comrade Tran Cam Tu, Politburo member, Standing Secretary of the Secretariat sent a flower basket to congratulate CPP Vice President, Head of the Standing Committee of the CPP Central Committee Say Chhum.
On this occasion, Comrade Bui Thanh Son, Member of the Party Central Committee, Deputy Prime Minister, Minister of Foreign Affairs sent a congratulatory letter to Member of the CPP Standing Committee, Deputy Prime Minister, Minister of Foreign Affairs and International Cooperation of Cambodia, Head of the CPP Central Committee's Foreign Affairs Commission Prak Sokhonn.
