- On the morning of August 4, Working Group No. 1 of the Provincial Party Standing Committee led by Comrade Hoang Van Nghiem, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation, worked with 4 wards: Dong Kinh, Ky Lua, Tam Thanh, and Luong Van Tri on the operation of the 2-level local government model.
The working group includes leaders of Party building committees and leaders of provincial departments and branches.
Working with the working delegation on the ward side were comrade Phung Quang Hoi, member of the Provincial Party Standing Committee, Secretary of the Dong Kinh Ward Party Committee; comrades standing members of the Party Committee, leaders of the People's Council, People's Committee, departments and professional offices of the wards.
At the meeting, the ward leaders briefly reported on the results of leadership, direction and implementation of tasks of operating local government at 2 levels from July 1 to present.
Regarding the work of Party building and the political system, the Party Executive Committee and the Standing Committee of the Party Committees of the wards have focused on perfecting the organizational apparatus and personnel work, directing the successful organization of congresses of branches, affiliated Party Committees and the Party Congresses at the ward level for the 2025-2030 term.
The People's Committees of the wards have led and organized the comprehensive implementation of socio -economic development and national security and defense tasks. In the past month, the People's Committees of the 4 wards have received nearly 6,600 administrative procedure files. Most of the files were processed and returned on time and before the deadline.
Regarding facilities, Dong Kinh and Ky Lua wards have centralized headquarters; Luong Van Tri and Tam Thanh wards have headquarters scattered in several locations. The wards have arranged equipment and working conditions for officials and civil servants to be relatively guaranteed; the information technology infrastructure operates smoothly, connecting between levels.
Discussing at the meeting, the leaders of the wards expressed their opinions and pointed out some difficulties and obstacles in the process of operating the new model. At the same time, they proposed and recommended some contents such as: adding more vice chairmen of the ward People's Committee, leaders of specialized departments; considering the arrangement, assignment, and secondment of more competent officials and civil servants to perform tasks at the economic and cultural - social departments; training to improve professional skills for officials and civil servants; guiding the transfer of officials to civil servants; issuing regulations and instructions on implementing electronic authentication for enterprises, organizations, and individuals; investing in the construction of centralized headquarters (Tam Thanh, Luong Van Tri); upgrading some traffic routes...
Based on the opinions of the ward, the members of the working group gave specific answers. At the same time, they discussed and guided the wards to carry out some tasks in the coming time to effectively operate the new apparatus.
Concluding the meeting, the Provincial Party Secretary stated: After 1 month of operation, the new apparatus model at commune-level units in the province in general and in 4 wards has basically operated smoothly and effectively.
In the initial stages of operation, the new model will encounter many difficulties, a large amount of work, and great pressure, so the Party Committees and authorities of the wards need to proactively overcome difficulties and limitations, enhance responsibility, closely direct, innovate, and be creative in implementing tasks and work.
He requested the Party Committees of the wards to urgently issue action programs and plans to implement the resolutions of the Party Congress for the 2025-2030 term; to concretize the implementation of the four resolutions of the Politburo's "four pillars". Each cadre and civil servant must be proactive, set an example of self-study and self-research to improve their capacity and qualifications.
He hopes that in the coming time, the new apparatus model will be effective and efficient, and the wards will become leading units in Party building, political system, and socio-economic development in the province.

* Working Group No. 2 of the Provincial Party Standing Committee led by Comrade Doan Thi Hau, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, worked with 5 communes: Na Sam, Van Lang, Hoi Hoan, Thuy Hung and Hoang Van Thu communes on the operation of the 2-level local government model.
After 1 month of operation, activities in the new communes are basically smooth; cadres and civil servants demonstrate a sense of responsibility and make efforts to adapt to changes in organization, work processes, and authority to handle work; proactively study and update knowledge and skills to suit the new model.
Communes also face some difficulties in implementing the new model such as: lack of facilities, working equipment, official vehicles, official houses; difficulties in management, direction, and grasping the situation in villages far from the center; the system of guiding documents of the Central Government and ministries and branches is not synchronous and unified; lack of cadres and civil servants with in-depth expertise in some fields, a part of cadres and civil servants do not meet the requirements of the task...
At the meeting, representatives of provincial departments and branches, members of the working group discussed and clarified some recommendations of the communes; at the same time, guided the implementation of tasks, resolved difficulties and problems.
Speaking at the meeting, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council praised the spirit of overcoming difficulties and the performance of the communes in recent times.
He suggested: In the coming time, the Party Committees and authorities of the communes should continue to proactively overcome difficulties, arrange the budget and available resources to solve urgent problems; promote the role of leaders in performing tasks; review and resolve the problems of cadres and civil servants who wish to resign and whose capacity does not meet the requirements. The cadres and civil servants of the communes need to proactively learn knowledge and professional expertise to successfully complete the assigned tasks.
He suggested that the provincial departments, branches and sectors continue to pay attention, help and provide professional guidance to the communes, to ensure smooth and effective operations in the new communes, to best serve the people.
Regarding the recommendations and proposals of the communes, the comrades will take note and accept them. The working group will synthesize and transfer them to the competent authority for settlement in the coming time.

* Working Group No. 3 of the Provincial Party Standing Committee, headed by Comrade Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, worked with the communes of Huu Lung, Tuan Son, Tan Thanh, Van Nham, Thien Tan, Yen Binh, Huu Lien and Cai Kinh on the implementation of the 2-level local government model.
According to reports from the communes, after more than 1 month of operating the two-level local government model, the communes have been operating stably; administrative procedure settlement at public administrative service centers has been carried out smoothly.
At the meeting, representatives of the commune leaders raised initial difficulties and obstacles in the process of operating the two-level local government such as: lack of qualified personnel with specialized consulting capacity; some equipment and working facilities have degraded; some public administrative service centers are small in area; headquarters of government blocks and party and mass organizations in some communes are far apart...
Regarding the recommendations of the communes, representatives of the leaders of departments and branches shared, received and answered specifically.
Concluding the working session, the Chairman of the Provincial People's Committee acknowledged the efforts of the communes in overcoming difficulties and stabilizing the organization to resolve administrative work and procedures of people and businesses in the commune's management area.
Regarding the tasks in the coming time, he requested: Communes continue to arrange the organization and personnel in appropriate blocks; effectively use the allocated funds to purchase equipment for work. At the same time, communes must pay special attention to the quality of operations of the public administrative service center, arrange competent staff to focus on solving administrative procedures for people and businesses.
In addition, communes must immediately review the implementation of national target programs in the area, basic construction investment projects assigned to communes as investors; pay attention to resolving citizens' petitions, and granting land use right certificates to people.
At the same time, the Chairman of the Provincial People's Committee noted that communes urgently develop plans to implement the four "four pillars" resolutions of the Politburo, focusing on party building work; strengthening administrative discipline; promoting the role of leaders; and strengthening inspection and supervision of work settlement by subordinates.
Regarding the recommendations of the communes, the Chairman of the Provincial People's Committee requested: The communes should be proactive in resolving tasks within their authority and propose contents beyond their authority; urgently develop the general planning of the commune. At the meeting, representatives of the communes reported on the implementation of Party building tasks in various fields; leadership and organization of socio-economic development, national defense, security, and foreign affairs tasks; facilities, technical infrastructure, means, equipment, working conditions for cadres, civil servants, public employees, and workers; development of science, technology, innovation, and digital transformation; handling administrative procedures, providing public services to people and businesses, etc.
Up to now, the new apparatus has basically operated properly in terms of functions and tasks according to instructions; facilities and working equipment have been arranged relatively fully; software for management and handling administrative procedures has been operating smoothly. At the same time, the commune-level public administrative service center has basically operated stably, promptly resolving the needs of people and businesses.
At the meeting, delegates exchanged and discussed the implementation of the two-level local government model in the communes in recent times. At the same time, they raised a number of difficulties in the process of implementing tasks such as: facilities not meeting task requirements; the arrangement of civil servants for specialized departments is not uniform; the rate of hardening inter-village and intra-field roads is still low; the working capacity of some commune-level officials is still limited...
Speaking at the meeting, the Deputy Secretary of the Provincial Party Committee acknowledged the results achieved by the communes in recent times.
Regarding the direction and tasks in the coming time, he stated clearly: Communes need to continue to unite and stabilize the apparatus to operate smoothly, ensuring effectiveness and efficiency. At the meeting, the leaders of the communes reported briefly on the characteristics of each commune; the results of leadership and organization of the implementation of the 2-level local government model. After more than 1 month of implementing the 2-level local government model, the communes have made efforts to carry out activities, ensuring smooth and stable operations. During the program, the leaders of the communes reported and clearly stated the results achieved, difficulties and obstacles in the implementation of tasks in the past time. At the same time, they proposed and recommended that the province continue to improve the document processing software system, support the communes to improve the information technology infrastructure, high-speed network transmission lines and synchronous and interconnected shared software to better serve the settlement of administrative procedures and digital transformation; overcome the situation of telecommunication signal depression in some villages; and soon have specific instructions on the implementation of some contents and fields.

After more than a month of implementing the two-level local government model, the communes have basically operated their functions and tasks according to the instructions. He emphasized that the Party Committees of the communes continue to pay attention to training, fostering, and direct guidance on expertise and profession for cadres approaching new fields; coordinate well to effectively carry out assigned tasks; at the same time overcome difficulties, support, and share facilities among neighboring communes; promote the spirit of solidarity to strive to fulfill political tasks well in the locality.
Recommendations and proposals at the working session were directly guided and discussed by members of the Working Group. At the same time, the Working Group will summarize and report to the Provincial Party Committee Standing Committee for consideration and direction to remove obstacles under the authority of the provincial level.
