Delegating the authority to recruit, mobilize, rotate and second teachers to the Department of Education and Training is not only an effective human resource management measure, but also contributes to creating fairness, transparency and uniformity in education quality, meeting the requirements of innovation of the education sector in the current period.
Solving problems and shortcomings
Recently, the Ministry of Education and Training issued Circular No. 15/2025/TT-BGDDT guiding the functions, tasks, and powers of the Department of Education and Training and the Department of Culture and Social Affairs (referred to as Circular 15). In particular, one of the important contents that the public is interested in is: Assigning the right to recruit, transfer, rotate, and second teachers to the Department of Education and Training.
Ms. Ho Thi Minh - National Assembly delegate of Quang Tri province acknowledged that this policy will create conditions for the local education sector to promote initiative and flexibility in personnel work. According to her, instead of having to wait for approval from many levels, the Department of Education and Training can proactively make decisions in accordance with reality, promptly resolving the situation of local teacher surplus or shortage. Especially in remote areas, industrial zones or places with large population fluctuations, timely mobilization and rotation will help maintain stable teaching and learning quality.
In addition, when necessary, the Department of Education and Training can send good teachers to support disadvantaged schools, creating conditions for students everywhere to access quality education. This is also an effective way to shorten the gap in teaching conditions between urban and rural areas. More importantly, the delegation of authority goes hand in hand with the assignment of responsibility. The Department of Education and Training is not only given authority but also has to develop a long-term strategy in planning, recruiting, and training staff, in order to ensure sustainable development for educational human resources.
Sharing the same view, Mr. Tran Van Thuc - National Assembly delegate of Thanh Hoa province said that giving the education sector the initiative in recruiting and using teachers will help solve the long-standing problems. That is the situation of local surplus - shortage of teachers between different educational institutions and localities. According to him, when the Department of Education and Training has clear authority, it will improve the efficiency of using the team, thereby contributing to improving the quality of education.

Transparency in recruitment
From the reality that many localities lack teachers, especially in subjects such as English, Information Technology, Technology, etc., Mr. Thai Van Thanh - Director of the Department of Education and Training of Nghe An emphasized that when given authority, the departments can second teachers from places with surplus to places with shortage right in the semester, avoiding the situation where students have to wait. In addition, concentrating recruitment at one point will help standardize the process, make it more transparent and fair.
However, to recruit effectively, there needs to be clear regulations on the content, form, conditions and recruitment standards specifically for teachers. “Administrative and public service requirements should be reduced and assessment of pedagogical capacity should be enhanced,” said Mr. Thai Van Thanh.
From a teacher's perspective, Ms. Pham Thi Nhung - Thien Phien Primary School (Tien Lu, Hung Yen) hopes that the recruitment, transfer and rotation of teachers will be assigned to the Department of Education and Training. This approach will be more practical, ensuring effectiveness and efficiency in the use of teaching staff, while helping teachers feel secure in their profession.
For a long time, many localities in Tuyen Quang province have encountered many difficulties when almost all schools lack teachers, especially in specialized subjects. Mr. Chu Van Vu - Vice Principal of Sung Tra Primary Boarding School for Ethnic Minorities (Sung Mang, Tuyen Quang) expressed his belief that when Circular 15 of the Ministry of Education and Training comes into effect, it will contribute to overcoming this situation, because the education sector is given the right to take the initiative in recruiting, using, mobilizing, rotating and seconding teachers.
He also hopes that for teachers assigned to rotate or transfer to difficult areas, there should be more appropriate incentive policies to encourage and motivate them.
According to the Ministry of Education and Training, by the end of the 2024-2025 school year, the country will have nearly 1.28 million teachers from kindergarten to grade 12, an increase of 21,978 compared to the previous school year. Mr. Vu Minh Duc - Director of the Department of Teachers and Educational Managers said that the Ministry of Education and Training has coordinated with the Ministry of Home Affairs to propose adding 10,304 positions to overcome the shortage of teachers, especially in difficult areas. Localities have actively recruited the assigned positions, contributing to overcoming the shortage of quantity and inadequacies in staff structure.
Recalling the Law on Teachers passed by the National Assembly last June, Mr. Vu Minh Duc said that one of the highlights is that heads of public vocational education institutions and public universities, regardless of the level of autonomy, have the right to take the initiative in recruiting teachers.
The National Assembly also assigned the Minister of Education and Training to regulate the authority to recruit teachers in preschool, general education, and continuing education institutions; at the same time assigned the Government to specify in detail the authority to mobilize teachers, ensuring the proactive role of the education sector in regulating the team.
Circular 15 also stipulates that the Department of Education and Training is assigned to take the lead in recruiting, receiving, mobilizing, seconding, and transferring teachers, managers, civil servants, and employees in public educational institutions in the province according to the decentralization of the Provincial People's Committee. At the same time, the Department of Education and Training is responsible for managing, using, changing professional titles, training, fostering, and evaluating teachers and managers according to the provisions of the Law on Teachers.
“Giving the education sector authority in recruiting and using teachers is an important solution to remove policy ‘bottlenecks’, especially solving the problem of surplus and shortage of staff; at the same time, helping the sector proactively plan short-term, medium-term and long-term development plans in the future,” Mr. Vu Minh Duc emphasized.
