Lao Cai: Sa Pa Ward needs a large development space with a higher stature and position

The Political Report presented to the 1st Congress of the Sa Pa Ward Party Committee for the 2025-2030 term stated: Over the past 5 years, most of the set targets have been achieved and exceeded compared to the Resolution of the Congress for the 2020-2025 term.

The work of Party building, rectification and consolidation of the political system has been carried out seriously and creatively, including innovation in methods and ways of grasping, studying and implementing the Party's directives and resolutions. The study and following of Ho Chi Minh's moral thought has been regularly implemented and become routine.

Comrade Tran Huy Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Lao Cai province gave a speech directing the Congress.

The work of organizing grassroots party organizations and party members has had many positive changes. Up to now, there are 61 party cells and party committees under the Ward Party Committee with 1,533 party members (an increase of 159 party members compared to 2020).

The average economic growth in Sa Pa ward in the period of 2022-2025 will reach 13.8%/year; the average income per capita will reach 91.72 million VND/person/year. Tourism, services and trade will grow quite well.

Agriculture has developed steadily in terms of area, strongly shifting to commodity agricultural products, high-quality agriculture, organic agriculture, forming high-quality commodity agricultural production areas.

Speaking at the Congress, comrade Tran Huy Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Lao Cai province, praised the results that the Party Committee, government and people of Sa Pa ward achieved after more than 1 month of operating the new model. The apparatus of Sa Pa ward has been completed and put into operation to ensure smooth, uninterrupted work, with initial positive results.

Sa Pa's economy continues to maintain a high growth rate, averaging 13.8% per year. The economic structure is shifting in the right direction, the brightest spot is the development of high-quality tourism and services. Budget revenue in the area in 2025 is estimated to reach 2,355 billion VND, among the top in the province. Average income per capita in 2025 is estimated to reach 91.72 million VND, 1.95 times higher than the average of the whole province.

The work of building the Party and the political system has been given attention. The leadership capacity and fighting strength of the Party organization and Party members have been enhanced. The strength of the great solidarity bloc of ethnic groups has been promoted. National defense and security have been consolidated, and social order and safety have been ensured.

The Deputy Secretary and Chairman of the Provincial People's Committee highly appreciated the sense of responsibility, the meticulous preparation, seriousness and enthusiasm of the Executive Committee and the Standing Committee of the Ward Party Committee in the work of drafting documents to submit to the Congress and in the work of preparing to organize the Congress.

To successfully implement the goals and tasks set out in the new term, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Tran Huy Tuan emphasized a number of contents: First, building a streamlined, clean, and comprehensively strong Party and political system. Second, in terms of economic development, focusing on promptly and thoroughly handling bottlenecks so as not to hinder development. It is necessary to develop Sa Pa in the direction of green and sustainable tourism, becoming a national and international tourism center.

Fifth, firmly ensure national defense and security, maintain political stability, social order and safety.
