
Kim Van is a poor village in Van Lang commune, located in the north of Thai Nguyen province with a population mainly of ethnic minorities.
Due to the influence of storm No. 11 and heavy rain, almost the entire village was submerged in flood water.
Since October 8, the floodwaters have covered an area of about 20 hectares, with an average depth of about 20 meters, submerging up to the roofs of 27 households. A total of 40 households have been affected by the floodwaters, including the houses of 16 poor and near-poor households.
According to Ms. Nong Thi Huyen, her house is located in a rather high position, seemingly safe, but by the morning of October 10, the water rose rapidly, reaching the floor of the house and continuing to rise. Thanks to the rescue boat, she had to take her children to her mother's house, only having time to bring a few belongings.
Not far from Ms. Huyen's house, Ms. Nong Thi Khuyen's stilt house was nowhere to be seen, just a vast curtain of water. Ms. Khuyen was heartbroken, the water rose so quickly, the deepest it had ever been. In previous years, the water was at its highest, only reaching the floor, but now the roof was also submerged. The water rose so quickly that the family could only drag a few bags of rice and some documents to a higher place.
According to Kim Van village Party Secretary Dinh Duy Huong, the floodwaters were so deep that they completely submerged the houses of 27 households, and 4 households had water up to the second floor of their stilt houses. The water rose so quickly that people had no time to react.
During the heavy rains from October 8 to 9, 115 houses in Kim Van village were flooded and partially isolated due to rising water levels. The water rose so quickly that most households were unable to completely evacuate their belongings. People’s lives were severely affected.
The flood paralyzed Kim Van with no electricity or clean water. People had to take shelter in houses in the village on high ground that were not flooded. Relief and support had to be carried out entirely by boat and raft.
This is not the first time Kim Van village has been deeply flooded for a long time. The cause of the severe flooding in Kim Van is that when it rains heavily, water flows from Lung Sien village, Vinh Thong commune.

Meanwhile, Kim Van's drainage system only has a few water holes. When it rains heavily, the accumulated garbage becomes an obstacle, making drainage very slow, causing deep flooding.
From October 8 to 13, water at Kim Van continued to rise, at times the estimated depth was about 30m.
According to local residents, with such a fast rising and slow receding speed, it will take one to two months for the water in Kim Van to recede completely and for life to return to normal.
Responding to the severe flooding in Kim Van, the local Party Committee and authorities of Van Lang commune promptly evacuated people living in the flooded area to safety. Local forces assisted in evacuating most of the people's property.
In isolated areas, the government used motorboats and boats to promptly transport drinking water and food supplies to people.
Many households in the village have homemade boats and rafts and have proactively supported each other to bring the elderly and children to safety, and help transport furniture and necessities. Thanks to this initiative, despite the heavy flooding, Kim Van has no human casualties.

In recent days, Van Lang commune authorities have also received a lot of cash and necessities from units and benefactors inside and outside the province.
Hai Phong Football Supporters Association supported 20 million VND in cash and many necessities. The volunteer group of Garment 10 Company supported many blankets, clothes, rice, etc.
The biggest difficulty for Kim Van now is that people who have moved up from flooded areas are having to live temporarily in dry places. Some are staying at relatives' and neighbors' houses that have not been flooded.
Chairman of the People's Committee of Van Lang Commune, Nong Thi Diep, said that since October 7, the commune's leaders and officials have been on duty here to direct and directly support the people. Without electricity and clean water, living conditions are extremely difficult. What is needed most now is tents for people to take shelter. The commune is contacting the military to borrow tents and calling for and receiving necessities to support the people. Kim Van is in dire need of support, especially when with this rising water level, the time for the water to recede will last for months.
The flooding in Kim Van is not the first time, but has occurred in many years. However, this year is one of the most severe flooding years. By the afternoon of October 13, the water level was about 30 meters deep, about 5 times higher than previous severe floods. Many stilt houses of the people were submerged, still 5 meters from the water surface.
Chairwoman of the People's Committee of Van Lang Commune, Nong Thi Diep, added that the commune is researching a thorough solution in the direction of building resettlement areas or mixed resettlement areas to relocate people to live safely.
The flooding situation in Kim Van is serious and requires timely support measures to ensure the safety of the people. Kim Van residents also hope that in the long term, there will be fundamental solutions so that they will no longer be anxious and afraid every time there is a storm like now.
