Lao Cai strengthens handling of counterfeit and poor quality goods

Implementing the Prime Minister's Official Dispatch No. 65/CD-TTg, Lao Cai Provincial People's Committee requested members of Steering Committee 389 to coordinate with localities to step up the fight against smuggling, trade fraud and counterfeit goods in the area.

The Market Management Department of Lao Cai province has advised the establishment of an interdisciplinary inspection team, focusing on inspecting product groups currently circulating on the market that often show signs of counterfeiting such as: functional foods, milk, and modern medicine.

In the first 6 months of 2025, the Delegations inspected 485 cases, handling 445 cases. Of which, administrative fines were more than 3 billion 537 million VND. The state budget was paid more than 3 billion 898 million VND. The value of destroyed goods was more than 2 billion 821 million VND.

On December 17, 2024, Market Management Team No. 5 inspected Nguyen Tinh cake production facility, address: Lot 33, Thu Dau Mot Street, Lao Cai Ward, Lao Cai Province.

At the time of inspection, the owner of the production facility operated as a business household but did not register to establish a business household as prescribed; did not have a certificate of food safety eligibility; did not have a self-declaration of products as prescribed by law; used food additives such as baking powder of unknown origin and raw materials such as wheat flour and ground red beans of unknown origin to produce pre-packaged cakes, the number of finished cakes produced was 15,360, worth 28 million 800 thousand VND.

Lao Cai Provincial People's Committee issued a decision to impose a fine of VND148.2 million for 5 administrative violations; forced the destruction of raw materials such as wheat flour and ground red beans of unknown origin according to regulations.

On April 17, Market Management Team No. 1 inspected a shipment gathered on the sidewalk of Le Van Thiem Street, Lao Cai Ward, Lao Cai Province, and discovered 2.3 tons of dried red apples of unknown origin, worth 69 million VND. The owner of the goods is Nguyen Khac Luong, address: Group 1, Lao Cai Ward, Lao Cai Province. The inspection team temporarily detained and sealed all evidence according to regulations.

On April 26, the Chairman of Lao Cai Provincial People's Committee decided to impose a fine of 50 million VND and force the destruction of violating goods according to regulations.

On May 24, Market Management Team No. 3 conducted a surprise inspection of Bao Tam An Nam Duoc Joint Stock Company in Thac Ba Commune, Lao Cai Province, and discovered that the Company had violated the following: not having a certificate of training in food safety knowledge; producing food inconsistent with the declared product information; producing goods with labels that do not fully contain the required information according to the nature of the goods according to the law on product labels.

The provincial Market Management Department has imposed a fine of 122 million 500 thousand VND; revoked the right to use the Certificate of Product Declaration Registration, and forced the recall of violating products.
