In October and the first 10 months of 2024, the socio-economic situation of Lao Cai province faced many difficulties and challenges (especially affected by storm Yagi). However, under the close and timely leadership and direction of the Central Government and with the drastic participation of the entire political system; the support and active participation of the people, the business community and international friends..., the socio-economic situation of the province still achieved some positive results.

Although agricultural, forestry and fishery production was affected by storm No. 3, the basic planned targets were achieved. Industrial production, although facing certain difficulties, continued to be maintained, and transportation activities met the needs of passengers and goods.

Business and commercial activities in the province are bustling. Tourism continues to play a key role in the economy . The number of visitors to tourist attractions is increasing.

Import and export activities across Lao Cai border decreased.

Disbursement of public investment capital has been vigorously implemented, Lao Cai province is always among the localities with the highest disbursement rate in the country. Social security work has been given attention, especially supporting people affected by storm No. 3.

The health sector continues to focus on completing infrastructure from the provincial to grassroots levels, to ensure medical examination and treatment for the people. National defense, security, social order and safety are maintained, and foreign relations are expanded.

In addition to the achieved results, the socio-economic situation of Lao Cai province still has some difficulties, many aggregate economic indicators have not met the requirements: Economic growth in 2024 is expected to reach 7.23% (over 10% of the plan); Industrial production value reaches 70% of the plan; Capital disbursement reaches 47% of the plan; Import and export (reaches 67% of the plan); Budget revenue reaches 65%...

Lao Cai's agricultural sector faces many difficulties due to weather disasters.

In the agricultural sector, the progress of planting new key crops is still slow: Banana trees have been planted on 170/300ha, reaching 55.6% of the plan; The tea growing season is almost over, but so far only 121/300ha have been planted, reaching 40% of the plan. Some industrial production facilities (mining, processing, hydropower) still have to stop operating, or operate at a low level due to the impact of storm No. 3.

The value of imported and exported goods decreased compared to the previous month, especially the export value. The reason is that durian is in the off-season stage, the export volume has decreased sharply, in mid-October there is only an average of about 20-30 trucks/day (at peak times, there were 189 trucks exported per day).

Business operations are still facing many difficulties; social life has seen many changes but there are still many lingering problems, the quality of labor resources and population is decreasing. Extreme weather events, storms, landslides, causing damage, seriously affecting the spiritual and material life of the people (from the beginning of the year until now, the damage is more than 9,600 billion VND).

Therefore, in November and December 2024, Lao Cai provincial leaders emphasized a number of key focuses that need to be made to achieve the goal of overcoming difficulties, such as: Continuing to direct agencies and units to perform well their tasks and work to overcome the damage caused by storm No. 3 (Yagi) and its circulation in Lao Cai province with the guiding principle of putting the safety, health and lives of the people first and foremost. At the same time, localities must be confident, self-reliant, and self-reliant, using all their abilities to overcome the situation promptly and effectively.

Regarding agriculture, forestry and rural development, care for and harvest seasonal crops; implement winter crop production, expand vegetable and corn acreage to compensate for losses, speed up the planting of new key crops to ensure the season and assigned plan. Proactively investigate and direct the prevention and control of plant pests and diseases.

Regarding industry, continue to implement Plan No. 390/KH-UBND dated September 11, 2024 of the Provincial People's Committee on the development of industrial parks and clusters in Lao Cai province until 2030. Develop an industrial promotion plan for 2025. Strengthen the implementation of solutions to remove difficulties for mineral exploitation and processing projects and hydropower projects in the area.

Regarding trade, services, and tourism, develop a plan to exploit and reserve goods, ensuring supply and demand for goods during the Lunar New Year 2025. Develop a plan to implement trade promotion activities in 2025; Approve the plan to develop a set of indicators for managing tourist destinations in Lao Cai province. Participate in the China-Vietnam Border Economic Trade Fair (Hekou) in 2024. Organize the "Lao Cai Brocade - Cultural Colors" Festival in 2024 in Sa Pa; Continue to promote tourism promotion activities associated with volunteer activities after the circulation of storm No. 3...
