Lao Cai: Summary of 10 years of implementing Directive No. 05-CT/TW of the Politburo

To promote the study and follow of Ho Chi Minh's ideology, morality and lifestyle, after the Politburo issued Directive No. 05-CT/TW, Lao Cai Provincial Party Committee organized the study, dissemination and unified implementation throughout the province by issuing annual and phased plans on studying and following Uncle Ho.

From 2016 to present, the Lao Cai Provincial Party Committee and People's Committee have issued 271 documents on leadership and direction of studying and following Uncle Ho to deploy uniformly throughout the province, making studying and following Uncle Ho a content in the action program to implement the Resolutions of the 12th and 13th National Party Congresses, the Resolutions of the 15th and 16th Lao Cai Provincial Party Congresses and the Resolutions of Party Congresses at all levels.

The work of inspecting and supervising the implementation of Directive 05 in conjunction with Resolution 4 of the 12th Central Committee and regulations on setting examples in performing political tasks of localities, agencies and units has been carried out regularly and seriously, promptly removing difficulties and obstacles, and proposing solutions to overcome shortcomings and limitations in the process of implementing the Directive.

Over the past 10 years, the leadership and direction of the implementation of Directive 05 in Lao Cai province has been serious and proactive, creating unity in awareness and action, enhancing the self-awareness and responsibility of each cadre, party member, and people, of each local Party Committee, government, agency, and unit, especially the leaders in implementing the Directive; contributing to building and consolidating a clean and strong political system, completing and exceeding socio-economic targets in the province.

Speaking at the conference, comrade Trinh Xuan Truong, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, said that President Ho Chi Minh's life is a beautiful symbol of steadfast revolutionary will; spirit of independence and self-reliance; patriotism and love for the people. His ideology, morality and style are the crystallization of the fine traditions of our nation and the cultural quintessence of humanity, a priceless spiritual asset of our Party and people, a shining example for all Vietnamese people to follow.

Over the past 10 years, with many new, creative and practical approaches, Lao Cai province has achieved many important results and is one of the leading localities in promoting the study and following of Ho Chi Minh's ideology, morality and style.

In particular, from the movement of studying and following Uncle Ho, many typical models and advanced examples have emerged in studying and following Ho Chi Minh's ideology, morality and style, examples of "good people, good deeds" in all sectors and fields in all regions, from villages, hamlets to agencies, offices, schools...

However, besides the achieved results, the implementation of Directive No. 05 still has some limitations and shortcomings that need to be overcome.

That is, the leadership, direction, and organization of implementation are sometimes and in some places not resolute, not timely, not close to reality, not clearly demonstrating the role and responsibility of the leader, and there is a mindset of waiting for the direction of superiors. There are still some issues that cause public outrage that have not been completely resolved; self-criticism and criticism are sometimes and in some places still done perfunctorily and formally; the fear of mistakes, fear of responsibility, lack of self-awareness of shortcomings, blaming objective factors or being considerate, avoiding, and afraid of conflict still occur.

To overcome the shortcomings and continue to effectively study and follow Ho Chi Minh's ideology, morality and lifestyle in the coming time, the Party Committee and people of Lao Cai need to effectively implement a number of contents:

Continue to deploy and thoroughly and seriously implement the contents of Conclusion No. 01-KL/TW, dated May 18, 2021 of the 13th Politburo on continuing to implement Directive No. 05-CT/TW, dated May 15, 2016 of the 12th Politburo on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle.

Develop specific programs and plans to study and follow Uncle Ho's teachings to organize and implement them in conjunction with the implementation of Party Congress Resolutions at all levels, socio-economic development goals, ensuring national defense and security, Party building and the local political system...

Continue to improve the quality and effectiveness of teaching and learning the contents of Ho Chi Minh's ideology, morality, lifestyle and his teachings in the national education system in the area. Pay attention to moral education, lifestyle, and traditional education for cadres and party members, especially the younger generation, pupils and students.

Strengthen the inspection and supervision of the implementation of Conclusion No. 01-KL/TW of the Politburo. Party committees at all levels must develop annual inspection and supervision plans for the implementation of Party organizations and Party members in the entire Party; promote the emulation movement in studying and following Uncle Ho.

Focus on discovering and promoting the replication of advanced models, good people, good deeds, good, creative and effective ways of studying and following Uncle Ho. Honoring advanced models in the patriotic emulation movement contributes to fostering awareness, ideology, and emotions, arousing and multiplying positive aspects in each person, in each unit and in the social community.

Rewarding collectives and individuals who are exemplary in studying and following Ho Chi Minh's ideology, morality and style.

On this occasion, Lao Cai province commended and rewarded 28 collectives and individuals who have been outstanding in studying and following Ho Chi Minh's ideology, morality and style in recent times.
