Lao Cai dismantles a network transporting large amounts of silver across the border

On July 10, the Lao Cai Provincial Border Guard Command announced that the unit had coordinated with other agencies to successfully dismantle Project LC725, arresting 1 Chinese subject, summoning 5 related Vietnamese subjects, and seizing 235kg of pure silver.

Previously, through the work of grasping the situation, Lao Cai Provincial Border Guard identified a line of illegal transportation of gold, silver and other rare metals from China to Vietnam in particularly large quantities, carried out by individuals disguised as businesses with the function of performing customs declaration services for both Vietnam and China operating at Kim Thanh International Border Gate No. II, Lao Cai Province.

The subjects took advantage of customs clearance and inspection policies for agricultural and consumer products of both sides to plant and mix large quantities of high-value metal bars in locations that are difficult to inspect and detect by conventional measures, on tractor-trailers transporting goods from China to Vietnam.

To combat and destroy the above criminal ring, the Lao Cai Provincial Border Guard Command has established Project LC725 to combat and destroy it.

At 2:15 p.m. on July 3, 2025, at the entrance to Noi Bai-Lao Cai Expressway, in Lao Cai Ward, Lao Cai Province, the authorities inspected a tractor trailer with license plate H30681, driven by Lu Minh Tri, Tay ethnic group, born in 1988, residing in Chau Que Commune, Lao Cai Province; also traveling on the vehicle was Dieu Tuan Vu, Han ethnic group, born in 1997, Chinese nationality, residing in Ha Khau District, Yunnan Province (China).

During the inspection, at the battery, air filter, behind the driver's seat and passenger seat, 15 white metal blocks with similar molding specifications were discovered and seized, each block weighing about 15.5 kg.

The Working Group has drawn up a record to seal the evidence and vehicles and brought them to the Lao Cai International Border Gate Border Guard Station for investigation.

As a result of the investigation, subject Dieu Tuan Vu confessed that he transported the above goods for a Vietnamese person at a price of 20 yuan/kg from China to Vietnam.

According to the appraisal results of the Institute of Criminal Science, Ministry of Public Security , 15 white metal blocks, weighing 235kg, are pure silver (Ag) with an (Ag) content of 99.98%.

Border guards took statements from the subjects.

Based on the investigation results and expert conclusions. On July 7, 2025, Lao Cai International Border Gate Border Guard Station issued a decision to prosecute the criminal case of "Illegal transportation of goods across the border that occurred on July 3, 2025, at Kim Thanh commercial economic zone, Lao Cai ward, Lao Cai province" for investigation and handling according to regulations.

Expanding the investigation, the Border Guard's Investigation Board summoned 5 related subjects for investigation and clarification.
