The subjects took advantage of customs clearance and inspection policies for agricultural and consumer products of both sides to plant and mix large quantities of high-value metal bars in locations that are difficult to inspect and detect by conventional measures, on tractor-trailers transporting goods from China to Vietnam.

On July 7, 2025, Lao Cai International Border Gate Border Guard Station issued a decision to prosecute the criminal case of "Illegal transportation of goods across the border that occurred on July 3, 2025, at Kim Thanh commercial economic zone, Lao Cai ward, Lao Cai province" for investigation and handling according to regulations.
Expanding the investigation, the Border Guard's Investigation Board summoned 5 related subjects for investigation and clarification.
