Restoring urban order through public consensus.

After nearly a month of implementing Directive No. 14 dated March 5, 2026, of the Da Nang City Party Committee and Plan No. 109 dated March 13, 2026, of the City People's Committee, the management of urban order and the implementation of a civilized urban lifestyle in Ngu Hanh Son ward are gradually becoming more organized.

Building consensus among the people.

Mr. Nguyen Duc Viet, Vice Chairman of the People's Committee of Ngu Hanh Son Ward, stated that the advantage of Ngu Hanh Son Ward is the consistent and continuous implementation of Directives No. 43 and No. 21 of the former Da Nang City Party Committee on ensuring sidewalk order, environmental sanitation, urban aesthetics, and building a civilized urban lifestyle. This provides a solid foundation for the effective implementation of Directive No. 14 dated March 5, 2026, of the Da Nang City Party Committee.

To further build public consensus, the local authorities have implemented extensive dissemination of Directive No. 14 and Plan No. 109 to every Party branch, neighborhood group, and resident throughout the ward. The Ward People's Committee organized two mobile propaganda vehicles and distributed informational materials to every household, organization, and individual in the ward. As a result, organizations, individuals, households, and residential areas have initially shown a shift in awareness and actions, voluntarily clearing debris, dismantling tarpaulins, and restoring the sidewalks to their original condition, thus keeping them clear.

Alongside the propaganda efforts, in phase 1 of the plan, the People's Committee of the ward directed the ward's functional forces to conduct investigations, surveys of the current situation, and draw up reports requesting commitments to self-rectify violations for 243 cases on main roads. The implementation was focused, first addressing violations on main roads such as: Ngu Hanh Son, Le Van Hien, Tran Dai Nghia, Nguyen Van Thoai, Vo Nguyen Giap, Truong Sa, Chuong Duong, Chau Thi Vinh Te, Ho Xuan Huong…; and areas around Non Nuoc Market, Bac My An Market, An Thuong Tourist Street, and the Obstetrics and Pediatrics Hospital…

Firm action will be taken against violations.

After nearly a month of implementing Directive No. 14-CT/TU, the People's Committee of the ward held a preliminary review and evaluation of the initial results, listening to feedback and suggestions from agencies, units, political and social organizations, and the people to continue effectively implementing the work of restoring order on sidewalks in the ward.

Mr. Nguyen Duc Viet stated that in the coming period, the Urban Order Enforcement Team of Ngu Hanh Son Ward, with the core force being police, regulations officers, and local security personnel, will strengthen inspection, enforcement, and prevention of recidivism, and will strictly and deterrently handle cases of repeat offenses.

For street vendors, the People's Committee of the ward will consider and arrange for their businesses to be located in market areas; creating conditions for career chuyển đổi and stabilizing their lives. For streets in residential areas, the ward's urban order inspection and enforcement team will coordinate with the Party committee and neighborhood groups to inform and implement measures for residents to commit to compliance. If they do not voluntarily remove obstacles and objects placed illegally on the sidewalks, the authorities will take action.

In addition, the locality is strengthening the role of Party committees at the grassroots level, the Fatherland Front working committee, neighborhood groups, mass organizations, and local security forces in residential areas in disseminating information, mobilizing and reminding people, as well as handling cases of spontaneous encroachment on sidewalks, roads, and alleys in residential areas.

“Following the directives and plans of all levels, Ngu Hanh Son ward has determined that implementing Directive No. 14 is a long-term endeavor with the sustainable goal of changing people's habits and behaviors to work together with the local government to restore urban order. We strive to promote the spirit of solidarity among all citizens in preventing violations and jointly building a cultured and civilized urban lifestyle. Only when sidewalk order management becomes a task for all citizens will it bring about long-term effectiveness in state management,” Mr. Viet said.
