The Cyber Security and High-Tech Crime Prevention Department - Kon Tum Provincial Police said that it has just coordinated with Kon Tum City Police to issue a violation report against Mr. HMP (42 years old, residing in Truong Chinh Ward, Kon Tum City). Mr. P. is the administrator of the Facebook group "Kon Tum Alcohol Concentration".

According to the investigation results, the Facebook group "Kon Tum Alcohol Concentration" was created on January 28, 2020, currently has 7,655 members with the purpose of announcing locations for alcohol concentration measurement.
Specifically, group members regularly post articles and photos announcing the working locations of traffic police, especially the locations of alcohol concentration testing checkpoints.
In addition, Mr. P. created 10 common chat groups with anonymous names such as: "A Duy", "Cao Ton", "Welcoming Husband Home", "Kon Ray Co Bien", "Asking for Help", "Alcohol Concentration"... In these groups, members regularly exchange messages and information related to traffic police checkpoints so that members can avoid being checked and handled.
It is known that recently, Kon Tum City Police, Kon Tum Province, has issued an administrative penalty decision against a Facebook account owner for posting the location of the traffic police's breathalyzer on social networks.
Accordingly, after discovering a Facebook social network account posting an article with the content: "Brothers, pay attention, we are blowing alcohol concentration right at Minh Quoc's car, Nguyen Hue street", Kon Tum City Police proceeded to verify the incident and find the owner of this social network account.
The person who posted the article was identified as LTBL (32 years old, residing in Hoa Binh commune, Kon Tum city).
At the police station, Ms. L. stated that she posted the article with the purpose of “reporting”, warning people to avoid the traffic police on duty in the city. Ms. L. admitted her violation, removed the post and promised not to repeat the offense.
Kon Tum City Police have issued a decision to administratively fine Ms. L. 5 million VND for collecting, processing and using information of other organizations and individuals without consent or for purposes other than those prescribed by law.
