Establish a working group to remove obstacles on the Hoa Lien expressway

On May 22, the People's Committee of Da Nang City decided to establish a Working Group to handle difficulties and obstacles in compensation and site clearance for projects in the city, including the Hoa Lien - Tuy Loan expressway project.

Accordingly, the Working Group consists of 32 people led by Mr. Vo Nguyen Chuong, Deputy Director of the Department of Natural Resources and Environment of Da Nang City, and the deputy heads are led by leaders of the City Land Fund Development Center.

The Hoa Lien - Tuy Loan expressway project is still facing difficulties due to land acquisition issues.

The working group is responsible for coordinating with the People's Committees of districts and the Compensation Council for Damages of projects to review problems and difficulties in compensation and clearance work to agree on handling directions and advise the City People's Committee to direct handling and removal.

At the same time, support districts in handling specific problems arising in practice but not yet regulated by law or having regulations but unclear and difficult to implement during project implementation.

Support the forces directly involved in implementing processes and procedures related to compensation and clearance work at construction works and projects, especially urgent, dynamic and key projects when requested by the People's Committees of districts or directed by the City People's Committee.

Speaking with Giao Thong Newspaper, Mr. Vo Nguyen Chuong, Deputy Director of the Department of Natural Resources and Environment of Da Nang City, said that the Working Group was established to deal with general issues for projects in the city.

In the immediate future, the Team will focus on resolving difficulties and obstacles in compensation and site clearance for the Hoa Lien - Tuy Loan Expressway project because this is a national key project. Later, the projects will be reviewed and any urgent projects will be supported by a team.

The 11.5km Hoa Lien - Tuy Loan expressway project passes through Hoa Vang district (Da Nang city), with a total investment of more than 2,100 billion VND.

In the phased phase, the project will be invested with a scale of 4 complete lanes, roadbed width of 22m, road surface width of 14m, design speed of 80km/h. In the complete phase, the project will have a scale of 6 lanes, roadbed width of 29m.

According to the Ho Chi Minh Road Project Management Board (project investor), the entire highway has 1,166 records requiring land acquisition and 2,908 graves needing to be relocated.

Currently, the locality has handed over about 6.2km of the project to the investor. However, the "leopard skin"-style ground makes construction difficult. The graves have not yet been relocated.

In addition, the entire technical infrastructure works affecting the project (mostly located along the traffic safety corridor of the Hai Van - Tuy Loan route) have not been relocated by the management unit and contractor, leading to a range of about more than 3km that has been handed over by the People's Committee of Hoa Vang district but cannot be constructed or constructed synchronously.
