Today, January 1, 2024, according to Resolution No. 1199/NQ-UBTVQH15 on the arrangement of district and commune-level administrative units of Quang Ninh province in the period of 2023-2025, Quang Ninh officially has Dong Trieu city and reduces 5 commune-level administrative units. Thus, from today, Quang Ninh province has 13 district-level administrative units, including 7 districts, 1 town and 5 cities; 171 commune-level administrative units, including 91 communes, 73 wards and 7 towns. With the establishment of Dong Trieu city, Quang Ninh also becomes the second locality in the country to have 5 directly affiliated cities (after Binh Duong province).
Realizing the dream of Dong Trieu city
On September 28, 2024, the National Assembly Standing Committee passed Resolution No. 1199/NQ-UBTVQH15 on the arrangement of district-level and commune-level administrative units of Quang Ninh province for the 2023-2025 period. Accordingly, the National Assembly Standing Committee agreed to arrange commune-level administrative units of Dong Trieu town and establish Dong Trieu city, Quang Ninh province. Specifically, Tan Viet commune was merged into Viet Dan commune and Dong Trieu ward was merged into Duc Chinh ward of Dong Trieu town. Wards (Binh Duong, Thuy An, Binh Khe, Yen Duc) were established and Dong Trieu city was established under Quang Ninh province on the basis of the current natural area of 395.95 km2 and population of 248,896 people of Dong Trieu town. The established Dong Trieu city has 19 commune-level administrative units (including 13 wards and 6 communes).
Dong Trieu Town was established on March 11, 2015, with a natural area of 395.95 km2 , a population of 248,896 people, and 21 commune-level administrative units including: 10 wards and 11 communes. The town has many advantages in traffic with National Highway 18 and National Highway 17B running through, connecting Dong Trieu with Chi Linh city, Kinh Mon town, Hai Duong province; Provincial Road DT 327 connecting Uong Bi, Ha Long, Cam Pha cities; Provincial Road DT 333 connecting with Thuy Nguyen district, Hai Phong city via Lai Xuan ferry; Provincial Road 332 connecting with Hai Duong province via Trieu bridge; Provincial Road 345 connecting with Bac Giang province.
After 9 years of establishment, Dong Trieu has promoted the implementation of three strategic breakthroughs, focusing on mobilizing and effectively using investment resources to build and develop synchronous infrastructure in a modern direction; gradually managing urban construction planning and urban development programs well. Many important traffic works have been invested, the power grid system ensures continuous power supply for socio-economic development; the clean water supply network has been expanded; attention has been paid to environmental sanitation. In 2023, the locality has maintained, restored, and developed socio-economic activities, many targets have been completed beyond the set targets, such as: the average economic growth rate in the period of 2021 - 2023 reached 14.0%, higher than the whole province (10.81%). The program of building advanced and exemplary new rural areas continues to be the leading locality in the whole province. The average income per capita in 2023 in the area reached 163.23 million VND, 1.6 times higher than the national average. People's lives are increasingly improved, the average poverty rate in the period 2021 - 2023 is 0.015%, much lower than the whole province's rate of 0.34%.
In Dong Trieu area, there are industrial zones and clusters planned for construction and development (Dong Trieu industrial zone, Kim Sen industrial cluster, Trang An, etc.) creating many jobs with stable income for local workers. Dong Trieu has rich mineral resources (coal, clay, sand) and many famous products (golden flower sticky rice, custard apple, sweet apple, Dien grapefruit, lychee, guava, etc.), favorable for developing industry, small-scale industry and attracting investors. The locality has planned and built a number of new urban residential areas associated with trade and service development; focusing on urban beautification, lighting systems, trees; drainage systems of residential areas, renovation and beautification to change changing the urban appearance, creating new development opportunities. In addition, Dong Trieu also has strengths in tourism development with 120 relics and scenic spots, of which the Tran Dynasty relic site is ranked as a special national relic. The town also has 4 routes and 14 tourist spots recognized by the Provincial People's Committee, attracting millions of domestic and international tourists every year, favorable for developing the service industry.
The rapid socio-economic development and urbanization speed of Dong Trieu have raised the need for a more suitable management model and solution to improve the effectiveness of the local government's overall social management. The establishment of Dong Trieu city is in accordance with current regulations, commensurate with the geopolitical, geo-economic, cultural and social position and in accordance with the local development status in recent years, creating conditions to promote and exploit the available potentials and advantages to the maximum. At the same time, it adds spiritual strength to the local Party Committee, government and people to continue to promote internal strength, build a civilized urban lifestyle, and improve people's lives. Therefore, the policy of establishing Dong Trieu city has received the support and consensus of voters and people in the area. When opinions were sought, 95.43% of voters in 162 villages and neighborhoods in the whole town agreed with the plan to establish Dong Trieu city.
The establishment of Dong Trieu city is in accordance with the master plan, regional plan, and related plans approved by competent authorities, meeting the requirements of socio-economic development, contributing to building Dong Trieu urban area to meet the standards of a type II urban area by 2030, accelerating the urbanization speed of the province, aiming at the goal of developing Quang Ninh into a centrally-run city.
Agree and agree with the arrangement of commune-level administrative units
In Resolution No. 1199/NQ-UBTVQH15 on the arrangement of district-level and commune-level administrative units of Quang Ninh province in the 2023-2025 period, the National Assembly Standing Committee also agreed to arrange commune-level administrative units in Quang Ninh province. Accordingly, in Ba Che district, Luong Minh commune was established on the basis of merging the entire natural area and population of Minh Cam commune with the entire natural area and population of Luong Mong commune. In Cam Pha city, Hai Hoa commune was established on the basis of merging the entire natural area and population of Cam Hai commune with the entire natural area and population of Cong Hoa commune. In Mong Cai city, the entire natural area and population of Hoa Lac ward was merged into Tran Phu ward to form Tran Phu ward. In Ha Long city, the entire natural area and population of Yet Kieu ward was merged into Tran Hung Dao ward to form Tran Hung Dao ward.
Previously, closely following the Central's directives and regulations on the arrangement of administrative units (ADUs) at district and commune levels for the period 2023-2030, the Party committees, authorities at all levels, and sectors of Quang Ninh province from the province to the grassroots have urgently and resolutely focused on leading and directing the implementation. The Standing Committee of the Quang Ninh Provincial Party Committee has issued many directives to all levels, sectors, agencies, units, and localities to organize the dissemination, full and timely dissemination of policies and implementation of legal regulations on the arrangement of ADUs. The Provincial People's Committee has issued an implementation plan, which clearly defines the roadmap, content of the work to be done, and clearly assigns tasks in the implementation. The Provincial People's Council also issued resolutions on policies for cadres after the arrangement, on the arrangement of administrative units, etc.
The development of the plan to arrange communal-level administrative units for the period 2023-2025 by Quang Ninh ensures caution, thoroughness, and methodical implementation from the bottom up, creating consensus and unity among cadres, party members, and people, without causing disruption, political stability, social order and safety, contributing to expanding development space, promoting all resources to promote socio-economic development, improving the quality of material and spiritual life of the people according to the criteria of "happiness". The development of the arrangement plan is carried out in accordance with the correct order and procedures, ensuring the centralized and unified leadership and direction of the Party and complying with the provisions of current laws. The plan to arrange communal-level administrative units is developed and proposed by Quang Ninh based on scientific and practical grounds; focusing on carefully considering specific factors of history, tradition, culture, ethnicity, religion, beliefs, customs, practices, geographical and natural conditions; focus on preserving and promoting historical cultural traditions and identities of localities.
The rearranged administrative units will help streamline the apparatus, save administrative budget expenditures, concentrate more resources to invest in economic and social development in localities, create a better environment and living conditions for cadres, civil servants and people in the area. Through the arrangement, there will be conditions to review and implement synchronous planning of the infrastructure system, creating favorable conditions for people to travel and develop the locality. At the same time, it will contribute to reducing overlap, creating a more balanced and harmonious distribution of population and territory, limiting fragmentation, especially in the context of the province and the Central Government promoting decentralization, delegation of power, granting autonomy and self-responsibility to local authorities; thereby leading to effective management, investment and exploitation of cultural and sports institutions.
Along with that, the arrangement of small-scale commune-level administrative units that do not meet the prescribed standards will overcome the situation of dispersion of investment resources, difficulties in planning, long-term planning, orientation of socio-economic development as well as planning, regional development plans; contribute to expanding space, promoting potentials, advantages and concentrating resources for sustainable development of localities.
