The 2025 military service handover schedule is February 13-15, 2025. Citizens will not be required to perform military service in 2025 if they are exempted, deferred, or recognized to have completed military service in peacetime.
Military service schedule 2025
The Ministry of National Defense has issued Instruction 4705/HD-BQP on the selection and calling of citizens for military service in 2025.
Accordingly, in 2025, citizens will be selected and called to join the army in one batch.
- Military service examination schedule in 2025: From November 1, 2024 to December 31, 2024.
- Military recruitment time: From February 13 to February 15, 2025 (from January 16 to January 18, At Ty year).
In order for the 2025 military recruitment work to meet the assigned targets, ensure quality, and comply with the provisions of the 2015 Law on Military Service (NVQS) and its implementing regulations and instructions, the Ministry of National Defense provides guidance on a number of contents of the 2025 military recruitment work.
For localities sending troops, perform well the work of registering for military service and managing citizens of military service age; improve the quality of voting, recommend male citizens of military service age to participate in the preliminary selection for military service to ensure democracy, fairness, and transparency;
Organize the review of citizens temporarily deferred from military service, exempted from military service, and citizens eligible for military service strictly and seriously, not allowing the wrong subjects or missing citizens to join the army.
Directing public posting at the headquarters of the People's Committee at the commune level and notifying each village of the contents in accordance with regulations.
Cases of not performing military service in 2025
Citizens will not be required to perform military service in 2025 if they are exempted, temporarily deferred from military service, or are recognized as having completed their military service in peacetime. Specifically:
- Cases of exemption from military service 2025:
- Children of martyrs, children of first-class disabled soldiers;
- A brother or a younger brother of a martyr;
- One child of a second-class disabled veteran; one child of a sick soldier with a reduced working capacity of 81% or more; one child of a person infected with Agent Orange with a reduced working capacity of 81% or more;
- People doing key work are not soldiers or People's Police;
- Cadres, civil servants, public employees, and youth volunteers mobilized to work in areas with especially difficult socio-economic conditions according to the provisions of law for 24 months or more.
( Clause 2, Article 41 of the Law on Military Service 2015 ).
2. Cases of military service deferral in 2025:
- Not healthy enough to serve in the army according to the conclusion of the Health Examination Council;
- Being the only worker who must directly support relatives who are no longer able to work or have not reached working age; in a family that has suffered serious damage to people and property due to accidents, natural disasters, or dangerous epidemics confirmed by the People's Committee of the commune level;
- A child of a war invalid or a person infected with Agent Orange whose working capacity is reduced from 61% to 80%;
- Having a brother, sister or sibling who is a non-commissioned officer or soldier serving in the army; a non-commissioned officer or soldier performing duty in the People's Public Security;
- People who are subject to migration and resettlement in the first 3 years to extremely disadvantaged communes under the State's socio -economic development project decided by the People's Committee of the province or higher;
- Cadres, civil servants, public employees, and youth volunteers mobilized to work in areas with especially difficult socio-economic conditions according to the provisions of law;
- Currently studying at a general education institution; currently receiving full-time university training at a university, full-time college training at a vocational education institution during a training course of a training level.
- Standing militia.

3. Cases recognized as having completed military service in peacetime:
- Regular militiamen with at least 24 months of service will be recognized as having completed their military service in peacetime, as decided by the Commander of the District Military Command upon the proposal of the Chairman of the Commune People's Committee or the village chief where there is no commune-level administrative unit, or the head of an agency or organization;
- Completed the task of participating in the Commune Police continuously for 36 months or more;
- Cadres, civil servants, public employees, university graduates or higher, who have been trained and awarded the rank of reserve officer;
- Young people who have graduated from university, college, or intermediate school volunteer to serve in economic-defense groups for 24 months or more according to the Project decided by the Prime Minister;
- Citizens serving on fishing control vessels for 24 months or more.
( Clause 4, Article 4 of the 2015 Law on Military Service is amended by the 2019 Law on Militia and Self-Defense Forces ).
Ensure all aspects of policies and regimes for soldiers from the first day they arrive at the unit.
According to Instruction 4705/HD-BQP on the selection and calling of citizens to join the army in 2025 of the Ministry of National Defense, for units receiving soldiers, leaders and directors must develop plans to recruit, receive and train new soldiers; closely coordinate and cooperate with localities assigning soldiers to recruit and receive soldiers in the right areas, with sufficient quantity, ensuring quality and meeting prescribed standards;
After the Military Handover Ceremony, sign a strict and proper military handover record, transport troops to the unit on time, ensuring absolute safety; organize a thoughtful reception and ensure all aspects of policies, material and spiritual life, and disease prevention and control for soldiers right from the first day of returning to the unit.
At the same time, promptly review and make a list of new soldiers and relatives eligible to apply for health insurance cards within the prescribed time.
Prepare well in all aspects to ensure training of new soldiers; Focus on organizing and staffing enough training framework; ensure adequate weapons, equipment, military equipment, facilities, teaching models, training grounds, and training grounds in accordance with regulations in Directive No. 04/CT-TM dated February 3, 2021 of the Chief of the General Staff on organizing training of new soldiers.
Units with recruitment targets but not qualified to train new soldiers are assigned by the Ministry to other units for recruitment and training. They must regularly coordinate and closely cooperate with the recruiting and training units to organize a strict handover and reception of military personnel before and after the end of training;
Grasp the ideological and disciplinary situation, promptly resolve any arising problems (if any) and implement military management in accordance with regulations.
