On April 26, information from Kien An district ( Hai Phong city) said that the district leaders had just inspected the actual handling and overcoming of consequences related to the family of Mr. Vu Khac Hiep, Chairman of Lam Ha ward People's Committee, Kien An district, building 9 illegal houses in the area.

The working delegation led by District Party Secretary, Chairman of the District People's Council Pham Van Khanh and Chairman of Kien An District People's Committee Nguyen Truong Son inspected the actual construction violating land and urban construction order of Ms. Le Thi Thao at 64 Tru Khe (Quan Tru Ward; Ms. Le Thi Thao is the wife of Mr. Vu Khac Hiep, Chairman of Lam Ha Ward People's Committee).

Ms. Thao is the representative of the investor who built 9 adjacent houses but did not have a construction permit. The construction violated the area of about 450 m2 of land plot number 64, 65, 42, map sheet number 27, Quan Tru ward.

Previously, as reported by Nguoi Lao Dong Newspaper, on February 8, 2023, the People's Committee of Quan Tru Ward discovered that the family of Ms. Le Thi Thao and Mr. Vu Khac Hiep organized the groundbreaking ceremony for the construction of 9 houses at 64 Tru Khe.

The row of townhouses was built on a plot of land of nearly 1,000 square meters on Tru Khe Street, owned by the family of Mr. Vu Khac Hiep and Ms. Le Thi Thao. At this time, this construction project has not been divided into plots, has not been granted a construction permit, and the townhouses are built on the same wall and foundation.

Immediately afterwards, the People's Committee of Quan Tru Ward issued a notice requesting the family to stop construction and made a record of administrative violations in the field of construction against Ms. Le Thi Thao, the investor of the housing project.

However, Ms. Le Thi Thao's household did not comply with the notice of the People's Committee of Quan Tru ward and did not complete the construction permit procedures.

On February 15, the People's Committee of Quan Tru Ward conducted another inspection and found that the investors had built 9 adjacent houses without construction permits up to the second floor. The People's Committee of Quan Tru Ward made a record of administrative violations in the construction field for the second time, with violations of building adjacent houses without completing the procedures to separate the land plots for 9 houses. The 9 adjacent houses still share the same land plot under the name of Mr. Vu Khac Hiep. The houses under construction have not yet been granted construction permits.

According to the People's Committee of Kien An district, Ms. Le Thi Thao (wife of Mr. Vu Khac Hiep) encroached on 101.5 square meters of non -agricultural land in an urban area; organized construction of a house without a construction permit.

In early April 2023, Kien An district issued a decision to fine Ms. Le Thi Thao 65 million VND for the above violations. Of which, the fine was 30 million VND for "encroaching on non-agricultural land in urban areas" and 35 million VND for "building a house without a permit".

Regarding the act of "encroaching on non-agricultural land in urban areas", Kien An District People's Committee requested Ms. Le Thi Thao to dismantle the house on part of plot number 42, map sheet number 27, Quan Tru ward within 30 days to restore the original condition of the land and return the encroached land.

Regarding the act of "Organizing the construction of a house without a license", within 30 days, Ms. Le Thi Thao is required to complete the application for a construction permit from the competent authority. In case the permit expires without being issued, the illegal construction is required to be dismantled.

Regarding this incident, the Construction Department Inspectorate stated that if the investor does not demolish, the competent authority will develop a plan to enforce demolition and organize its implementation.

At the recent 11th Hai Phong City Party Committee Conference, the Standing Committee of Hai Phong City Party Committee requested Kien An District to report and requested that functional agencies coordinate with Kien An District to guide collective and individual review and disciplinary action against individuals who committed violations in the incident.

According to Secretary of Kien An District Party Committee Pham Van Khanh, the district leaders' viewpoint is to resolutely handle and force violations to be remedied in accordance with the law. Along with that, closely direct the work of land management and construction order, not allowing new violations to arise in the area.

It is known that, in addition to the 64 Tru Khe project, Kien An district leaders also inspected land leveling projects, illegal construction on agricultural land, and construction without a license in Dong Hoa and Nam Son wards (Kien An district), directing local authorities to force the project owners to stop the violations, immediately remedy the consequences, restore the original status and make records, strictly handle violations according to regulations.
