According to the Ministry of Construction , the demand for social housing has increased sharply recently, especially in projects that have opened for sale or announced the acceptance of applications. However, in many places, there have been cases of people gathering in large numbers, jostling, queuing overnight, making their own lists of numbers and "holding their spots".
More seriously, illegal brokers, "document brokers", the collection of deposit money and illegal sales of " diplomatic quotas" have appeared, causing public outrage and affecting the image of social housing policy.

The Ministry of Construction warned that if not promptly corrected, negative behaviors will continue to spread, distorting policies, affecting people's trust and causing difficulties for state management.
Therefore, the Ministry of Construction requests that the People's Committees of localities direct the Department of Construction and relevant agencies to accelerate the progress of social housing projects; fully publicize project information at least 30 days before receiving documents, including scale, number of apartments, selling price, rental price, time and place of issuing and receiving documents. The publicization must be carried out simultaneously on the information pages of the Department of Construction, the People's Committee of the commune where the project is located and in the local press.
Authorities must guide people to prepare documents in accordance with regulations; confirm subjects, income, and housing conditions according to the form of Circular 32/2025/TT-BXD. Local police coordinate with the People's Committee at the commune level and investors to develop plans to ensure security and order, and traffic flow in the area where documents are received.
The list of buyers and hire-purchasers must be made public after signing the contract and updated on the Department of Construction's website to serve post-audit purposes and avoid duplication. Localities need to strengthen inspection and strictly handle illegal brokerage, deposit collection, "processing documents", advertising "internal quotas", "diplomatic quotas"; at the same time, publicly announce violations to warn people.
For investors of social housing projects, the Ministry of Construction requires strict implementation of procedures according to regulations; publicizing project information on the business website and sending it to local authorities.
In case of receiving documents directly, the investor must arrange many submission points, divided by time frame or residential area, with guidance signs and support staff to regulate. When the number of people submitting documents exceeds the receiving capacity, the enterprise must have a backup plan and timely notification. The Ministry also encourages the application of technological solutions such as receiving documents online, queuing electronically, and distributing documents online to reduce the load.
For social housing buyers, the Ministry of Construction recommends proactively learning about legal regulations and project information through official channels; only working directly with investors; absolutely not transacting through brokers, agents, and not believing in "diplomatic quotas" or "internal quotas".
People must follow the instructions at the application submission point, declare truthfully, submit the application to only one project and not ask someone else to stand in their name.
The Ministry of Construction requires localities to seriously implement the above contents to ensure that social housing policies are implemented publicly, transparently, and in line with their objectives, and to improve the effectiveness of state management.
