Focus on responding and promptly overcoming the consequences of floods in the Central region

The Ministry of Construction has just sent Official Dispatch No. 93/CD-BXD requesting the Departments: Vietnam Roads, Vietnam Railways, Vietnam Maritime and Waterways, Construction Investment Management Economics, Vietnam Railway Corporation, Departments of Construction of the provinces and cities of Ha Tinh, Quang Tri, Hue, Da Nang, Quang Ngai, Gia Lai, Dak Lak, Khanh Hoa, Lam Dong to focus on responding to and promptly overcoming the consequences of floods in the Central region.

Many residential roads in Quy Nhon Dong ward ( Gia Lai ) were flooded, causing difficulties for people.

According to the forecast of the National Center for Hydro-Meteorological Forecasting, from November 19, 2025 to November 20, 2025, in the area of ​​Da Nang City, the East of Quang Ngai to Dak Lak provinces and Northern Khanh Hoa, there will be heavy to very heavy rain, with common rainfall from 100-200 mm, locally over 300 mm. The area of ​​Hue City and Southern Khanh Hoa will have moderate to heavy rain, with common rainfall from 30-70 mm, locally over 150 mm; warning of the risk of heavy rain with high intensity >200 mm/3 hours.

Implementing the Prime Minister's direction in Official Dispatch No. 219/CD-TTg dated November 17, 2025 on focusing on responding to and promptly overcoming the consequences of floods in the Central region, the Ministry of Construction requests agencies and units to promptly direct the implementation of prevention, response and quick overcoming of the consequences of floods, especially the risk of landslides, flash floods, inundation with the most urgent and drastic spirit, ready to respond to the worst scenarios, not to be passive or surprised.

Agencies and units, based on their functions, tasks and authority, proactively coordinate and support localities in responding, ensuring people's safety and minimizing damage caused by floods; focus on responding to and quickly overcoming the consequences of floods and rains, restoring traffic infrastructure activities, especially routes serving rescue and relief work immediately after natural disasters.

The above Departments of Construction proactively coordinate with regional road management units and local functional forces in overcoming incidents caused by rain and floods, conducting traffic diversion, ensuring smooth traffic; in which, focusing on checking, reviewing, promptly detecting and immediately warning areas at risk of landslides and land subsidence on the assigned roads, being ready to respond promptly when incidents occur to ensure safety for people and vehicles, having plans to arrange vehicles and equipment to promptly support people passing through flooded areas. Quickly restore traffic infrastructure operations, especially routes serving rescue and relief work immediately after natural disasters.

At the same time, direct relevant units to inspect and review locations at risk of flooding and traffic congestion to have plans for quick drainage, limit traffic congestion; arrange human resources, vehicles, equipment and machinery on standby to ensure early drainage, prevent flooding at urban flooding points and promptly report to the Civil Defense Command of the Ministry of Construction via email: banpclb@moc.gov.vn).
