At the workshop, management agencies, planning experts, representatives of real estate businesses... analyzed the prospects of putting the Transit Oriented Development (TOD) model into practice.

According to experts, TOD not only helps optimize land use efficiency, increase development density around public transport routes, but also creates momentum for the formation of service centers, trade and high-quality living spaces. If implemented properly, TOD will create a breakthrough in urban structure, reduce social costs and improve urban-regional connectivity.
In order for TOD to become a reality, besides the opportunities, there are still many barriers such as limited multi-sectoral coordination mechanisms, insufficient investment resources for public transport infrastructure, and financial tools, especially the mechanism for exploiting added value from land, which has not been completed.
Speaking at the workshop, Dr. Nguyen Van Dinh, Vice President of the Vietnam Real Estate Association, emphasized: “2025 is a pivotal time when a series of new laws such as the 2024 Land Law, Housing Law, Real Estate Business Law, etc. will simultaneously take effect.
This is also the stage when large cities like Ho Chi Minh City enter a strong restructuring process, especially in planning thinking and management of development space.
The TOD (Transit-Oriented Development) model will be the "backbone" in Vietnam's new urban development strategy, aiming to solve the problem of traffic congestion, expand urban space and improve the quality of life in the long term.

Also at the workshop, experts said that to optimize resources and achieve high efficiency in implementing TOD development orientation, Ho Chi Minh City will carry out investment phases, focusing on key projects to create spillover effects.
Accordingly, in the first 5 years, the city will develop TOD in 11 pilot locations with a scale of about 1,700 - 1,800 hectares, along metro lines 1, 2 and beltway 3. In the old Di An area alone - thanks to the advantage of bordering the old Ho Chi Minh City, a series of TOD urban areas are planned to develop with a total area of up to nearly 420 hectares, allocating capital of nearly 1,000 billion VND.
Typically, the TOD Urban Area Ring Road 3 Tan Binh with a total area of up to 18.8 hectares, oriented towards urban development, financial center, trade services and training.
In particular, Ho Chi Minh City also aims to develop a 355 km metro network by 2035, mobilizing about 7.8 billion USD from TOD land fund to reinvest in public transport infrastructure, facilitating travel, reducing congestion and promoting sustainable urban development...
