Mr. Luong Minh Phuc - Director of the Management Board of Investment and Construction of Traffic Works of Ho Chi Minh City said that, along with the projects that started on August 19 such as the Ho Chi Minh City - Moc Bai Expressway project (bomb and mine clearance package) and the construction of Dinh intersection to open the Northwest gateway to the city center, from now until the end of the year, Ho Chi Minh City will implement a series of key traffic projects such as: expanding the Ho Chi Minh City - Long Thanh - Dau Giay Expressway connection road, starting construction of Ring Road 2 (section 1 and section 2), and striving to open the technical traffic of Ring Road 3.
Of which, 14.7 km of Ring Road 3 in Thu Duc City (old) will be officially opened to traffic, and 32.6 km through Hoc Mon and Binh Chanh districts (old) will be technically opened to traffic. The entire Ring Road 3 route, including parallel roads and expressways, is expected to be completed by April 30, 2026.

At the same time, the Traffic Department is also preparing steps to start the Ring Road 4 project on August 19, 2026.
According to a representative of the Ho Chi Minh City Transport Department, in 2025, the unit was assigned by the Ho Chi Minh City People's Committee to plan a public investment capital of more than VND 17,271 billion to implement a series of key infrastructure projects. By early July, the Department had disbursed about VND 6,403 billion, reaching 37% of the plan.
To speed up disbursement, the Transport Department has established a detailed schedule for each month and quarter, and at the same time requested contractors to increase human resources, organize construction in "3 shifts, 4 shifts" to compensate for the progress, striving to complete 100% disbursement of the capital plan in 2025.
This unit also recommended that the Ho Chi Minh City People's Committee direct departments, branches and localities to shorten at least 30% of the time to carry out investment procedures, especially for BOT projects to expand gateways such as upgrading and expanding National Highway 1, renovating and expanding National Highway 22, the North-South axis road (from Nguyen Van Linh to Ben Luc - Long Thanh Expressway) and expanding National Highway 13. "If the procedures are shortened, the huge compensation and site clearance capital for these projects will be disbursed more quickly," emphasized the representative of the Traffic Department.
At the same time, the Board is also urgently promoting new projects to start construction in order to soon sign contracts and disburse the advance payment according to regulations, ensuring that public investment capital flows continuously and effectively.
