A series of provinces and cities have merged commune-level administrative units.

Voters in Dong Nai province request that the merger process be facilitated.

From April 16-18, the Dong Nai Provincial National Assembly Delegation held meetings with voters in districts and cities ahead of the 9th session of the 15th National Assembly. During these meetings, voters expressed their agreement with the policy of merging provincial-level administrative units and reorganizing local governments into a two-tier model (province and commune). They also requested that administrative procedures be handled smoothly, without disrupting production, business activities, and civil transactions during the transition period.

Many voters who are part-time officials at the commune level have requested to be assigned new jobs or receive support for career transition to stabilize their lives after the restructuring of the administrative apparatus.

The delegation of National Assembly representatives from Dong Nai province pledged to fully compile all voter recommendations and forward them to the competent authorities for consideration and handling in accordance with regulations.

Binh Phuoc: Effectively utilizing administrative infrastructure after merger.

Binh Phuoc province is currently soliciting public opinion on the plan to reorganize commune-level administrative units, which is expected to reduce the number of communes and wards from 111 to 42. Symbolic place names such as Dong Xoai, Bom Bo, Phuoc Long, Binh Long, Bu Dang, etc., will be retained to name the new administrative units after the merger.

Accordingly, four communes, namely Bu Gia Map, Dak O, Phu Nghia (Bu Gia Map district) and Dang Ha (Bu Dang district), are eligible to remain unchanged. The locality also plans to establish a new Binh Phuoc ward by merging six commune-level administrative units belonging to Dong Xoai City.

According to the plan for relocating administrative offices, Binh Phuoc will utilize 11 existing district-level administrative centers to house the newly formed commune and ward People's Committees after the reorganization. In addition, 11 district-level health centers will be converted into commune health stations in the central areas.

According to the plan, the administrative center of Dong Xoai City will become the headquarters of Binh Phuoc Ward; the administrative center of Binh Long Town will become the headquarters of Binh Long Commune; the administrative center of Loc Ninh District will become the headquarters of Loc Ninh Commune…

Upon review, the province currently has 222 commune-level headquarters, while after reorganization only 116 are needed (including 58 People's Committees and 58 health stations), resulting in 106 surplus headquarters. In addition, due to the utilization of district-level headquarters as commune headquarters, the province identified an additional 22 surplus headquarters, bringing the total number of unused headquarters to 128.

Binh Phuoc province has developed a plan to handle surplus office buildings in the 2026-2030 period, prioritizing conversion into schools, medical facilities, cultural and sports institutions, or community service facilities. Buildings that cannot be converted will be reclaimed or disposed of according to legal regulations to avoid wasting public assets.

Tay Ninh: 94 communes merged, leaving 36 commune-level administrative units.

The Executive Committee of the Tay Ninh Provincial Party Committee held its 54th meeting to discuss many important issues, notably the draft plan for reorganizing commune-level administrative units. The meeting was chaired by the Provincial Party Secretary and Chairman of the Provincial People's Council, Nguyen Manh Hung, with the participation of the Standing Deputy Secretary of the Provincial Party Committee, Pham Hung Thai, and the Acting Chairman of the Provincial People's Committee, Nguyen Hong Thanh.

The Standing Committee of the Provincial Party Committee and the People's Committee of Tay Ninh province co-chaired the conference.

At the conference, the Director of the Department of Internal Affairs, Nguyen Thi Thu Hien, presented the proposal from the Party Committee of the Provincial People's Committee on the draft plan for rearranging and reorganizing commune-level administrative units in the province. According to the proposal, Tay Ninh province currently has 94 commune-level administrative units, including 17 wards, 6 towns, and 71 communes (of which 20 are border communes), distributed across 9 district-level administrative units.

Based on the criteria and principles of the National Assembly Standing Committee and the Central Committee's orientation in Resolution No. 76/2025/UBTVQH15, the plan for restructuring is based on the characteristics of border areas, urban development, and socio-economic development potential.

According to the draft, after the reorganization, the entire province will have 36 commune-level administrative units, including 10 wards and 26 communes, of which 11 are border communes (after the conference agreed to further reduce one border commune). Thus, Tay Ninh will reduce 58 units, equivalent to 61.7%, in line with the central government's direction on streamlining the administrative apparatus.

Secretary of the Tay Ninh Provincial Party Committee Nguyen Manh Hung emphasized: "The project has been meticulously and scientifically developed, adhering closely to the standards and criteria of the Central Government, while ensuring development space, urbanization rate, and national defense and security requirements in the area."

The Provincial Party Committee Executive Board requests the Provincial People's Committee to continue refining the draft plan and solicit public opinion before submitting it to the competent authorities according to the established schedule.

The conference noted many contributions regarding the proposed arrangement of commune-level administrations.

Also at the conference, the Executive Committee of the Tay Ninh Provincial Party Committee unanimously agreed on the contents of the plan to summarize Resolution No. 18 of the Central Committee, clearly defining the timeline: Before April 29, 2025, the plan for rearranging communes must be completed and public opinions must be gathered; before June 30, 2025, the rearrangement of provincial-level inspectorates and the merger of Tay Ninh Radio and Television Station and Tay Ninh Newspaper must be completed according to the planned schedule.

In addition, the conference also agreed on a plan to organize Party congresses at all levels for the 2025-2030 term, leading up to the 14th National Congress of the Party, based on Directive No. 45-CT/TW dated April 14, 2025, of the Politburo. The content of the plan inherits some points from Plan No. 224-KH/TU of 2024 to ensure suitability with the practical situation of the locality.
