Decision 768/QD-TTg dated April 15, 2025 approving the adjustment of the national power development plan for the 2021-2030 period, with a vision to 2050, allows the total power capacity to increase to about 183-236 GW by 2030, to meet the growing electricity demand of the economy . Power Plan VIII also sets a roadmap: By 2030, renewable energy will account for about 28%-36%; by 2050, it can reach 75% of the country's energy structure.

Vietnam currently has more than 400 established industrial parks, of which 381 are in operation; about 900 planned industrial clusters, of which 700 have been completed and put into operation. There are about 40,000 enterprises operating in industrial parks and clusters across the country.

According to calculations, the potential from rooftop solar power in industrial parks and clusters can reach from 12 to 20GWP - equivalent to the capacity of more than 10 coal-fired thermal power plants. Without the need to expand land funds or build new infrastructure, Vietnamese enterprises can completely take advantage of existing factory roofs to install solar power systems, a solution suitable for the distributed energy model that the Government is encouraging.

Currently, Vietnam has many businesses operating in the field of construction and installation of solar power. However, the number of businesses investing in rooftop solar power, especially in industrial parks and clusters, is still low. The main reason is that the policy on consuming excess electricity does not really encourage businesses. On the green energy forum, many businesses said that state management agencies need to have appropriate mechanisms and policies to solve problems in the issue of connecting to the national grid from renewable energy sources.

Mr. Tran Viet Nguyen, Deputy Head of Business Department of Vietnam Electricity Group (EVN) said: The infrastructure of industrial parks and clusters in our country currently basically meets the standards for installing and using rooftop solar power. Developing solar power is in line with the government's policies on power planning. EVN is also preparing a plan to be ready to receive the power output of this system.

However, surplus solar power output that can be connected to the national grid must ensure requirements on planning, usage plan, operating license, metering system...

According to Hoang Quang Phong, Vice President of the Vietnam Chamber of Commerce and Industry (VCCI), some difficulties in deploying solar power in industrial parks and clusters are due to the lack of specific orientation and clear regulations from state management agencies. Meanwhile, the international market continuously raises green standards for imported goods, causing considerable pressure on domestic manufacturing enterprises...

This fact shows that it is necessary to support businesses in terms of policy, finance and consumption to deploy green energy. Developing green energy sources also meets the requirements of electricity strategy, ensuring national energy security as well as environmental protection requirements for production and goods when exporting.
