The contest aims to review and select the best artworks, depicting the fighting and victory of the army and people of Can Duoc - Long An on the Rach Kien American Anti-Wall; at the same time, reflecting the unique characteristics of Can Duoc - Long An in terms of culture, history, natural and social conditions. The work with the highest prize will be built in the Rach Kien Crossroads Historical Site, with an area of 14,100m2 in Long Hoa Commune, Can Duoc District, Long An Province.

The Rach Kien Crossroads relic is a testament to the Rach Kien American Extermination Belt - a very unique and creative way of fighting the enemy by the army and people of Long An during the time of direct confrontation with the US army, some of the US's allied countries and the Saigon puppet army. The Rach Kien American Extermination Belt included 8 communes in Can Duoc district and 2 communes in Can Giuoc district, forming a siege around the US base in Rach Kien (now Rach Kien town, Long Hoa commune, Can Duoc district, Long An province), when the US army came to establish the base in late 1966 until 1970.
During more than 1,000 days, under the leadership of the Long An Provincial Party Committee and the Can Duoc District Party Committee, the army and people of the Rach Kien American Destruction Belt successfully completed the task of encircling, holding back, and wearing down enemy forces, limiting their attacks on the surrounding areas, and maintaining the liberated areas. This was the creativity of the Long An army and people in the model of establishing an American Destruction Belt in a densely populated plain area. The Rach Kien American Destruction Belt is considered the pinnacle of the development of the people's war against the US in Long An.
The people's war situation in the Rach Kien Anti-American Belt is a close connection of aspects of struggle such as leadership organization, battlefield arrangement, coordination of activities between forces, legal and illegal forms of struggle,... to form a continuous combat system in the temporarily occupied area; skillfully maintaining the legal position of the masses, finding appropriate methods to protect the people, preserving human and material resources for long-term fighting. The art of directing the war here is the flexible, creative, and harmonious application of the three spearheads: Military, politics , and military agitation, combining military forces with the struggle of the masses, according to the motto: "Cling to the enemy's belt and fight".
In particular, in the military , soldiers and guerrillas know how to rely on the people. When the people are stable, soldiers and guerrillas live together with the people, are sheltered, protected, nurtured, and helped by the people, then they can fight flexibly, creatively, effectively, and preserve their forces.
The works must meet the requirements of ideological content, art and architecture as follows: It is an artistic work that reflects the fighting spirit and victory of the army and people of Can Duoc - Long An on the Rach Kien American Extermination Belt as a battle formation, a process; the method of fighting and defeating the enemy on the Rach Kien American Extermination Belt is the pinnacle of people's war, a battle formation of the people's hearts, a symbol of the will, determination and creativity of the army and people of Long An during the time of fighting the Americans, based on the art of flexible, creative and harmonious combination of the 2-legged battle formation (political, military), 3-pronged battle formation (political struggle, military struggle and armed struggle), according to the motto "Cling to the enemy's belt and fight".
The project must be unique, reflecting the specific characteristics of Can Duoc - Long An in terms of historical - cultural traditions, people, natural and social conditions; the correlation of forces between the enemy and us, including the military strength of the enemy through modern means of war, the powerful army that the US - puppet used on the Rach Kien American Destruction Belt,...
The monument sketch must achieve high aesthetic ideas, rich in symbolism and art, creative, but still close, easy to understand, easy to feel for the general public, not duplicate, copy the ideas of existing monuments, to create a modern outdoor sculpture, sustainable materials; create an artistic space with the coordination of fine arts, architecture and planning, in harmony with nature and the landscape of the area.
The selected sketch must meet planning and architectural requirements, be highly feasible, easy to implement, built with sustainable materials, ensure the competition's progress and require the project to be completed before February 2025 to create a spatial highlight for the area.
The entries must be presented in accordance with the requirements of the Competition Rules as stipulated by the Organizing Committee of the Competition (The Competition Rules are posted on the website of the Department of Culture, Sports and Tourism of Long An province at: svhttdl.longan.gov.vn). All entries that enter the final round will not be returned to the authors by the Organizing Committee of the Competition and will be under the full management and use of the Organizing Committee of the Competition and Long An province without having to pay any fees. The best sketches selected by the Art Council will be invested in creating step 2 sketches. The author whose Sketch Model (work) is selected by the Council will be invited by the investor to negotiate a contract to implement the plan approved by the investor./.
