Hai Phong People's Committee of Tran Nguyen Han ward suspended the operation of Ha My kindergarten class, after a clip of the facility owner beating children spread on social networks.
According to the decision signed by the People's Committee of Tran Nguyen Han Ward, Le Chan District, on June 26, Ha My private kindergarten also violated management regulations when it had many unreasonable revenue and expenditure items that were not approved by parents.
In a clip that has been circulating online for the past few days, Ms. Nguyen Thi Lieu, the head of a kindergarten class, uses a plastic comb to repeatedly hit the soles of a boy’s feet. When the boy cries, Ms. Lieu continues to hit him.
She said the incident happened at the end of 2022, the boy in the clip was hyperactive and bullied his friends so she had to reprimand him. According to Ms. Lieu, she told the boy's mother about this at the end of the day. After that, the boy transferred schools because the family had no one to take him to school.
"I admit my mistake and will take responsibility," said Ms. Lieu, adding that she will meet the boy's family today to resolve the matter.

Ha My Kindergarten has been licensed to operate since 2019 with about 70 children attending. In addition to being suspended by the Ward People's Committee, the Department of Education and Training is also clarifying issues related to Ms. Lieu's revenue and expenditure, statements, and behavior with parents.
According to current regulations, the establishment of independent nursery groups and kindergarten classes is licensed by the People's Committee of the commune or ward. The owner of the facility must have a high school diploma or higher, the teacher must have a college degree, the classroom must be at least 15 square meters wide, and some other conditions regarding facilities.
