Every week, Mr. Sung Seo Ho and the leaders of Nan Sin commune spend time checking the progress of the construction of the road from Si Ma Cai district to the commune center. The road has been upgraded and paved with asphalt from the National Target Program 1719. When completed and put into use, it will contribute to creating favorable conditions for people to travel and trade goods.
“This project is extremely important to our Nan Sin commune. This road was invested in nearly 20 years ago and has now deteriorated a lot. When the road was built, we, together with the investor, regularly inspected and promptly removed obstacles during the construction process to ensure the proposed progress,” said Mr. Ho.
In November 2023, while serving as Secretary of the Party Committee of Si Ma Cai town, Mr. Sung Seo Ho was transferred to work as Secretary of the Party Committee of Nan Sin commune - one of the most remote and difficult communes of Si Ma Cai district. Immediately after returning to the commune, Secretary of the Party Committee Ho, together with the commune's leadership, started to develop a plan and implement the tasks of socio -economic development of the locality; including the management, inspection and supervision of projects that have been and are being invested from the capital of the National Target Program 1719.
“Currently, we are focusing on planting and expanding the area of medicinal plants such as Atractylodes macrocephala, Amomum officinale, temperate fruit tree planting projects, etc. Along with that, we are starting construction of two traffic routes assigned to the 2024 plan, which are the road to Nan Sin village and Phin Chu 3 road from investment capital, supporting the National Target Program 1719”, Party Secretary Ho added.
Simacai district has 10 administrative units at commune and town levels and 62 villages and residential groups, with a total of 214 commune officials and civil servants; of which, the number of commune and town leaders under the management of the Standing Committee of the District Party Committee is 111 comrades.
Identifying cadre work as a key task in Party building, playing a particularly important role in implementing political tasks in the locality. Over the years, the Standing Committee of the District Party Committee has led and directed the implementation of cadre work well, especially the rotation of cadres. With the goal of training, practicing, and testing cadres in practice, thereby helping cadres gain more practical knowledge to mature and develop more quickly and comprehensively, serving the development of the locality.
Mr. Ha Duc Minh, Secretary of the Si Ma Cai District Party Committee, said: Since the beginning of the 2020-2025 term, Si Ma Cai district has transferred 07 cadres from the district to the commune, including 02 comrades as Party Committee Secretaries; 02 comrades as Deputy Party Committee Secretaries; 03 comrades as Deputy Secretaries and Chairmen of the People's Committee. In addition to effectively transferring cadres from the district to the commune, the district has also effectively implemented the policy of arranging leaders and managers who are not local people and not holding key positions for more than 2 consecutive terms in a locality or unit.
Accordingly, key cadres who are not local people have been arranged in 08/10 communes and towns, including: Party Committee Secretary 06 comrades, Commune People's Committee Chairman 08 comrades... Rotating from departments and agencies in the district is 21 comrades; from commune to district 04 comrades; from one commune to another 06 comrades.
Most of the transferred cadres have matured quickly, accumulated a lot of practical experience in various local fields, and have a more comprehensive and practical perspective and leadership and direction methods, meeting the immediate and long-term requirements of the entire political system.
“Reality shows that the rotation of cadres, especially the rotation of commune-level cadres, has contributed positively to the consolidation of the political system. Currently, the National Target Programs have many parts and components invested by the commune level; therefore, the rotation of cadres has also improved the capacity to monitor and implement the National Target Programs at the grassroots level,” Mr. Minh affirmed.
Investment resources from National Target Programs, including National Target Program 1719, are very important and are expected to change the face of infrastructure, socio-economics in remote areas, and ethnic minority areas. The initiative in rotating cadres in the mountainous district of Si Ma Cai has contributed to improving the effectiveness of deploying this important investment resource.
