Angry because he had not received the goods after a month of purchasing, a young man in Quang Nam province intended to attack the website of the delivery unit in retaliation, then he bought an account to "test attack" the website of VOV Electronic Newspaper.
At the first instance trial on the afternoon of April 7, the People's Court of Quang Nam province sentenced defendant Huynh Phuoc Man (born in 1990; residing in Tien Ky town, Tien Phuoc district, Quang Nam province) to 3 years in prison for the crime of "Obstruction and disruption of computer networks and electronic telecommunications networks".

According to the indictment, from June 12, 2021, VOV Electronic Newspaper - Voice of Vietnam Radio Station was continuously attacked by cyber attacks on the website www.vov.vn. At 9:35 a.m. on June 15, 2021, through technical review, the Center for Research and Application of Communication Technology (R&D) - Voice of Vietnam Radio Station discovered signs of being attacked by a number of subjects who took control of user accounts to illegally access information in the internal operating system of Voice of Vietnam Radio Station, at the address www.noibo.vov.vn.
Through professional work and electronic data exploitation, the Department of Cyber Security and High-Tech Crime Prevention - Ministry of Public Security in coordination with Quang Nam Provincial Police identified the person who attacked VOV Electronic Newspaper as having an address in Tien Ky town.
The investigation agency executed an emergency search warrant at Huynh Phuoc Man's residence and seized related objects and documents. At 12:00 on June 19, 2021, Man surrendered to the Quang Nam Provincial Police and reported his crimes.
Accordingly, Man has a degree in information technology engineering, specializing in network management. In his spare time, Man goes online to learn and improve his knowledge. On May 18, 2021, Man learned about a website that allows creating automatic DDoS attack accounts (denial of service attacks, causing bandwidth overload, causing website crashes or congestion, making users unable to access), so he curiously registered for a free trial.
During this time, Man ordered goods online through a shipping company but waited for more than a month and still did not receive the goods. The attitude of the customer service staff was not good, so Man intended to attack this website.
On June 13, 2021, Man used the website's trial tool to carry out the attack but to no avail. Through the social networking application Telegram, Man chatted with a person in Dong Nai province. This person advised Man to buy a paid package. After that, Man spent 3.5 million VND to buy a DDoS package that could attack with 10 different methods.
On June 14, 2021, two friends informed Man on social media about VOV being attacked with the purpose of warning Man not to be curious and violate the law. After that, Man was curious why a large website like vov.vn was being blocked by DDoS, so Man decided to try using the newly purchased tool to DDoS attack the website: www.vov.vn to see how secure it was.
On June 15, 2021, Man launched a DDoS attack on the website: www.vov.vn a total of 3 times, with durations of 1 minute, 5 minutes and 10 minutes respectively.

It is known that Huynh Phuoc Man was the owner of the "underground world" forum, which gathered more than 5,000 hackers specializing in stealing credit card information of foreigners. On January 9, 2014, Huynh Phuoc Man and about 20 others were simultaneously arrested by the High-Tech Crime Prevention Police Department in Hanoi, Da Nang, and Ho Chi Minh City. The forum was shut down since then, and thousands of "underground world" members disbanded.
On June 29, 2016, Huynh Phuoc Man and about 20 accomplices were brought to trial by the Ho Chi Minh City People's Court with the highest sentence being 9 years in prison. Huynh Phuoc Man alone was sentenced to a sentence equal to the time he spent in detention.
