
Expected 3 basic administrative units include: Hai Ba Trung, Bach Mai, Vinh Tuy
On the basis of adjusting the area and population of adjacent wards between Hai Ba Trung district and Hoang Mai, Dong Da and Hoan Kiem districts; transferring the area and population outside the dike of Thanh Luong and Bach Dang wards to the Hong Ha 1 administrative unit, transferring a part of the natural area and population of Dong Tam, Truong Dinh and Minh Khai wards (south of Dai La - Minh Khai street to the Tuong Mai administrative unit).
On April 19, the People's Committees of 15 wards in Hai Ba Trung District publicly posted the district's instructions on organizing public consultation and approving the District People's Council on the arrangement of ward-level administrative units in Hai Ba Trung District. At the same time, they announced the organization of public consultation on the arrangement of commune-level administrative units in Hai Ba Trung District on April 19 and 20. The time to report the results of public consultation to the District People's Committee was completed on April 22.

Hai Ba Trung basic administrative unit: Natural area 2.62 km 2 , population 81,927 people. Administrative boundaries include: The entire area and population of Dong Nhan and Pho Hue wards (Hai Ba Trung); most of the natural area and population of Nguyen Du, Pham Dinh Ho and Le Dai Hanh wards (Hai Ba Trung); part of the natural area and population of Bach Dang and Thanh Nhan wards (Hai Ba Trung).
Bach Mai basic administrative unit: Natural area 2.92km2 ; population 91,308 people. Administrative boundaries include the entire area and population of the wards: Bach Mai, Quynh Mai, Bach Khoa (Hai Ba Trung); most of the natural area and population of Thanh Nhan, Minh Khai, Dong Tam wards (Hai Ba Trung); part of the natural area and population of Phuong Mai (Dong Da), Le Dai Hanh, Truong Dinh wards (Hai Ba Trung).
Basic administrative unit Vinh Tuy: Natural area 2.77km2 ; population 86,618 people. Administrative boundaries, most of the natural area and population of Vinh Tuy, Thanh Luong (Hai Ba Trung), Mai Dong (Hoang Mai) wards; part of the natural area and population of Bach Dang ward (Hai Ba Trung) and Vinh Hung ward (Hoang Mai).
Explanation of naming wards
According to the People's Committee of Hai Ba Trung District, the name " Hai Ba Trung Ward " comes from commemorating and honoring two Vietnamese national heroines, Trung Trac and Trung Nhi, commonly known as Hai Ba Trung. These are two sisters who led the uprising against the domination of the Eastern Han Dynasty (China) in 40 AD.

Currently, in Hai Ba Trung district, there is Hai Ba Trung Temple located on the same campus with two other relics, Vien Minh Pagoda and Dong Nhan Communal House, forming the Hai Ba Trung Temple - Pagoda - Communal House Relic Complex recognized by the Prime Minister as a special national relic on December 31, 2019.
Naming the ward as “Hai Ba Trung” is to commemorate the contributions of the two ladies in the cause of regaining national independence. At the same time,it educates the tradition of patriotism for future generations; honors the role of women in history and society.
Bach Mai is a suburban area in the southeast of Thang Long citadel. Historically, this place was the land of craft villages, long-standing residential areas, and had a strategic position on the neighboring traffic axis. During the resistance war against France and the US, Bach Mai was also the place that marked many revolutionary events, with secret bases and vibrant patriotic movements. Keeping this name shows the inheritance of history and respect for the cultural and social identity of the long-standing community in the area.
Vinh Tuy Ward is located in the eastern part of Hanoi, along the Red River, one of the most important traffic routes in history and at present. With a favorable location in terms of traffic and natural resources, Vinh Tuy is home to many generations of residents, and is also a place for the development of traditional crafts and commercial activities.
With the strong urbanization process, Vinh Tuy ward has transformed from a suburban area to a key ward in Hai Ba Trung district. Keeping the name "Vinh Tuy" in the administrative system not only preserves the historical and cultural values of this land but also shows respect for the sustainable and long-term development process of the area. This name also shows the determination to build a strong community of residents, towards sustainable development in the context of modern urbanization.
