On the afternoon of July 9, Mr. Nguyen Van Huong, Head of Weather Forecasting Department, National Center for Hydro-Meteorological Forecasting, Department of Hydro-Meteorology, Ministry of Agriculture and Environment informed about the heavy rain in the North.
According to Mr. Huong, from tonight (July 9) to July 12, there will be widespread moderate to heavy rain in the northern provinces. Specifically, the distribution of rain will be concentrated in 2 stages. The first stage, from the night of July 9-10, will have a total rainfall of about 30-70mm, with some places over 150mm.
The second phase, from the night of July 10-12, this period of rain concentrated around July 11 to the end of July 12, with total rainfall higher than the first phase, commonly from 70-150mm, in some places 300mm.

"We estimate that during the period from July 9-10, there will be heavy rain in 3 hours, possibly up to 100mm; during the night of July 10-12, it will be 150mm/3 hours," said Mr. Huong.
At the same time, Mr. Huong emphasized that with prolonged heavy rain, the rocky ground in the mountainous areas of the North has had many days of heavy rain, plus the total average rainfall in May and June is higher than many years, so the risk of flash floods and landslides in the coming time is very high.
In May and June, total rainfall is 20-60% higher than the average of many years and in the coming time, heavy rainfall will occur in the Northern region, the Northern midlands with total rainfall of 100-200mm, in some places 400mm. Thus, it is assessed that the Northern provinces such as Lang Son , Cao Bang, Thai Nguyen, and Lao Cai are places with a high possibility of flash floods and landslides.
In the Northern Delta region such as Hanoi, Hung Yen, Hai Phong, Ninh Binh are areas with the possibility of localized flooding due to heavy rain.
Also on the afternoon of July 9, to proactively respond to heavy rain, risks of floods, inundation, flash floods, and landslides, the Ministry of Agriculture and Environment issued an official dispatch requesting the People's Committees of provinces and cities in the Northern region to closely monitor forecasts and warnings of heavy rain, risks of floods, inundation, flash floods, and landslides and provide timely and complete information to local authorities and people to proactively prevent. Deploy shock forces to inspect and review residential areas along rivers, streams, low-lying areas at risk of floods, flash floods, and landslides to proactively clear the flow of blocked and obstructed areas; organize the relocation and evacuation of people to safe places.
Organize forces to guard, control, support, and guide to ensure safe traffic for people and vehicles, especially at culverts, spillways, deeply flooded areas, areas with fast-flowing water, areas where landslides have occurred or are at risk of landslides; resolutely do not allow people and vehicles to pass if safety is not ensured, and do not allow unfortunate human losses due to carelessness or subjectivity; arrange forces, materials, and vehicles to overcome incidents, ensuring smooth traffic on main traffic routes when heavy rain occurs.
Localities inspect and review key projects and unfinished projects; proactively deploy measures to ensure safety for industrial parks, urban areas, residential areas, and mines and mineral exploitation areas. Prepare drainage plans to prevent flooding and protect production, industrial parks, urban areas, and residential areas.
