Central Vietnam is urgently responding to the super typhoon.

As Typhoon Kajiki (Typhoon No. 5) approaches, central Vietnam is urgently implementing various response measures: Nghe An, Ha Tinh, Hue, and Quang Tri are relocating residents, assisting fishermen in securing their boats, and postponing school opening dates and commune-level Party congresses. Soldiers and police are working side-by-side with the people, determined to ensure the safety of lives and property in the face of the natural disaster.

On August 24th, while the weather was still dry, fishermen along the coastal routes of Nghe An province urgently moved their boats to safe shelters. In Trung Loc commune, fisherman Nguyen Van Tinh said: "Although we had anchored since August 23rd, when we heard the forecast that the storm's center would hit this area, I had to move my boat deeper into the mangrove forest of Loc My village for safety, to avoid the large waves crashing against the pier."

From early afternoon, the sky over Nghe An suddenly darkened, and heavy rain poured down. Cua Lo was deserted of tourists , the waves at Cua Hoi beach rose high, and the Lam River became muddy. Nghe An Border Guard troops simultaneously deployed various measures: along the coast, they assisted fishermen in anchoring and securing their boats and rafts; along the border, they inspected for landslides and evacuated residents from dangerous areas.

In addition to responding to natural disasters, Nghe An province has also flexibly adjusted its political and educational schedules. The Party Committee of Tuong Duong commune decided to postpone the commune's Party Congress for the 2025-2030 term from August 25th and 26th to August 28th and 29th. Party Secretary Le Van Luong affirmed: "Adjusting the schedule demonstrates responsibility and flexibility, ensuring absolute safety for delegates and the people."

Postpone the start of the school year.

The education sector in Nghe An province has also announced a postponement of the start of the 2025-2026 school year, originally scheduled for August 25th, to allow students to avoid the storms. Numerous schools in coastal and low-lying areas have proactively sealed records, reinforced windows, and moved teaching equipment to higher floors.

In Ha Tinh, an atmosphere of urgency in preparing for the storm prevails. People are taking advantage of the dry weather to move their belongings and reinforce their roofs. This year, instead of just using sandbags, which are scarce and expensive, people have creatively used plastic bags, styrofoam boxes, and plastic water containers placed on the roofs. This new method utilizes readily available materials, is both mobile and cost-effective, and helps reinforce roofs effectively.

Mr. Nguyen Van Tuan, a resident of Cam Xuyen coastal area, shared: "Sandbags are hard to find now, expensive, and heavy. Filling bags, cans, and buckets with water is easier and cheaper. My whole neighborhood uses it."

The education sector in Ha Tinh province also took decisive action. The Provincial Department of Education and Training issued a document requiring more than 67,000 students to stay home from August 25th, and prohibiting any activities during the storm. Schools were required to establish communication channels with parents, manage students at home, and maintain 24/7 vigilance to protect facilities, records, desks, chairs, and equipment. Many old, dilapidated schools were urgently inspected to prevent roof collapse and flooding.

The education departments of Hue and Quang Tri provinces have also decided to postpone the start of the school year from August 25th to August 28th, and have requested schools to proactively prepare for and protect facilities from the storm.

The police force in Ha Tinh province also joined hands with the people. In Dien Sanh commune, Quang Tri province, commune police officers and kindergarten teachers reinforced houses and trimmed trees. In Dong Le commune, Quang Tri province, the police established 5 task forces with 130 officers to monitor the area and proactively evacuate people when needed. In Sen Ngu commune, Quang Tri province, police went down to the villages to help fishermen secure their boats and move fishing gear. In particular, police officers directly visited the homes of single-parent and impoverished households to offer encouragement and support.

Relocate civilians and soldiers to storm shelters.

In Thua Thien Hue, the city's Border Guard Command thoroughly implemented the "four on-the-spot" principle. The Thuan An Port Border Guard Station called upon and guided ships and boats to anchor safely, ensuring the safety of 1,125 vessels with 8,097 workers. Border Guard Squadron 2 maintained a standing force, vehicles, and equipment, ready for rescue operations. Colonel Hoang Minh Hung, Commander of the Hue City Border Guard Command, emphasized: "We are closely monitoring critical areas, reviewing households needing relocation, and are determined to avoid being caught off guard."

The soldiers also went directly to the villages to help people reinforce their houses and move their belongings. Ms. Nguyen Thi Bong, from Hoa Duan residential area, said emotionally, "Thanks to the border guards' help, the people feel much more secure."

Meanwhile, in Quang Tri province, the Con Co Special Zone is planning to relocate nearly 400 soldiers and civilians to safe shelters. Secretary and Chairman of the People's Committee of the Special Zone, Tran Xuan Anh, stated: "We are determined to implement the 'four on-the-spot' principle, avoiding any surprises. All soldiers and civilians will be moved to sturdy shelters." Currently, nine boats have safely anchored in the Con Co harbor.

Central Committee member and Secretary of the Quang Tri Provincial Party Committee, Le Ngoc Quang, personally inspected key locations such as the Nam Cua Viet anchorage area, My Thuy port, and the Nam Thach Han irrigation project. He demanded that absolutely no one be allowed to remain on boats or rafts when the storm hits; the authorities must be on 24/7 standby to ensure the safety of people's lives, even resorting to coercive measures if necessary. Key projects were shifted from construction to storm preparedness; the Nam Thach Han irrigation project was to regulate water levels appropriately to minimize damage to downstream areas.
