
Flood water levels on Cau River, Thuong River, and Ca Lo River are less tense than last night, but Hanoi, Thai Nguyen, and Bac Ninh should not be subjective, according to the request of the Ministry of Agriculture and Environment .
At noon on October 10, in a quick exchange with the press, Director of the Department of Dyke Management and Natural Disaster Prevention (Ministry of Agriculture and Environment) Pham Duc Luan informed that floodwaters on the Cau River and Thuong River in Bac Ninh province showed signs of receding after reaching their peak, but are still at a high level.

At noon of the same day, Deputy Minister of Agriculture and Environment Nguyen Hoang Hiep, on behalf of the Minister, signed an urgent dispatch to the Chairmen of the People's Committees of the provinces and cities of Hanoi, Thai Nguyen and Bac Ninh on ensuring dike safety and proactively responding to the exceptionally large floods occurring on the Cau, Thuong and Ca Lo river systems.
According to the dispatch, due to the impact of heavy rain after storm No. 11, floods on many rivers in the North have exceeded historical levels. Specifically, the flood peak on the Cau River at Gia Bay station (Thai Nguyen) reached 29.9m - exceeding the peak in 2024 by 1.09m; at Phu Lang Thuong station (Bac Ninh) reached 9.98m - 0.58m higher than history; on the Thuong River at Huu Lung (Lang Son) 24.31m - exceeding the 1986 record by 1.77m; on the Ca Lo River at Manh Tan station (Hanoi) on the morning of October 10 reached 9.75m - exceeding the peak in 2024 by 0.41m.
The entire dike system in the midlands and northern delta region recorded 43 incidents, of which many dike lines had to organize large-scale overflow prevention such as Cha dike, Ha Chau dike, Thai Nguyen dike, the left and right dikes of Cau river, right Thuong river, left Thuong river - Duong Duc, right Ca Lo river... with a total length of overflow prevention of about 20km.
As of the morning of October 10, water levels on rivers remained very high, fluctuating around flood peaks or receding very slowly.

The Ministry of Agriculture and Environment recommends that the above localities absolutely not be subjective, maintain patrol and inspection forces, promptly handle incidents from the first hour; fully prepare materials, means, and machinery to serve dike protection; only operate drainage pumps into the river according to approved procedures to ensure dike safety.
Director of the Department of Dyke Management and Natural Disaster Prevention Pham Duc Luan said that authorities and people in communes that are flooded or have receded should not be subjective.
Because after floodwaters recede, dike incidents (e.g. landslides) often appear after many days of long water immersion.
