
The City Civil Defense Command has just sent a document to relevant sectors, agencies and localities in the city regarding ensuring downstream safety when operating the Hoa Binh Hydropower Reservoir (opening 2 bottom spillway gates).
The document clearly states: Implementing the Inter-reservoir Operation Procedure on the Red River Basin, on the afternoon of October 3, the Minister of Agriculture and Environment ordered the Director of Hoa Binh Hydropower Company to open 1 bottom spillway gate of Hoa Binh Hydropower Reservoir at 6:00 p.m. on October 3, 2025 and open another bottom spillway gate at 12:00 a.m. on October 3, 2025.
Currently, rivers in the city are being affected by floods after storm No. 10, the water level of the rivers is maintained at alert level No. 1, approximately alert level No. 2. In case the Hoa Binh hydroelectric reservoir discharges floodwaters, the water level of the rivers will continue to rise, endangering the dikes in the city.
To ensure downstream safety when operating Hoa Binh Hydropower Reservoir, the City Civil Defense Command requests the Civil Defense Commands of localities, relevant sectors, agencies and units to immediately notify people and organizations operating on rivers and riverbanks; aquaculture facilities, river cages; water transport vehicles, ferry piers.
Review and ensure the safety of projects under construction; activities of sand and gravel mining, gathering, and transfer; know information about flood discharge from Hoa Binh hydropower reservoir to proactively take preventive measures to ensure safety of people and property.
Strictly carry out the work of patrolling and guarding the dikes, promptly detecting damages to the dikes, embankments, and culverts to handle incidents from the first hour according to the "four on-site" motto. Be ready to prepare materials, human resources, and equipment to proactively deploy flood prevention and control plans to ensure the safety of the dike system, pay attention to the locations of landslides on embankments and river banks that have not been handled, key weak points, projects under construction, especially culverts across the dikes; and residential areas on the river banks.
Strengthen information on flood discharge from Hoa Binh Hydropower Reservoir, which will open two bottom spillway gates at 6:00 p.m. and 12:00 p.m. on October 3, 2025; direction, command, and response work of all levels and sectors so that local authorities and people can proactively prevent and avoid.
Hai Phong City Hydrometeorological Station closely monitors water levels on rivers, promptly reports to city leaders, leaders of the City Civil Defense Command, and leaders of People's Committees of communes and wards to proactively command, direct, and respond.
Organize on-duty seriously and regularly report to the Department of Water Resources Management and Natural Disaster Prevention (Standing Department of Natural Disaster Prevention and Control of the City Civil Defense Command) for synthesis and reporting.
