Breakthrough in mechanism and policy
Although the urbanization rate of Vietnam in general and Hanoi in particular has grown quite rapidly in recent times, the quality of urbanization is not high, partly due to the planning approach. This is reflected in the theory and methods of urban planning and development that have not met the requirements.
Urban planning is not integrated, multi-sectoral, linked to regional planning, socio -economic development strategies and plans, investment plans, and real estate markets. The quality of urban planning projects is still limited in terms of vision, forecast, development orientation, and implementation conditions.
According to Master, Architect Le Hoang Phuong - Director of Hanoi Architecture and Planning Center - VIUP, National Institute of Urban and Rural Planning, Ministry of Construction , in the process of planning the development of the capital, there are a number of issues that need to be resolved such as: weak regional linkage and connection; development gap between urban and rural areas; urban and housing development not yet linked to jobs and services; urban and rural space developing spontaneously, not according to planning; urban infrastructure is not synchronized, overloaded, negatively affecting the socio-economic development environment; low urban quality, polluted environment; urban and rural development management faces many shortcomings.
Regarding orientation, Resolution No. 15-NQ/TW of the Politburo has thoroughly stated the need to: "Improve the quality of planning work, strictly implement planning management...". Dr. Architect Truong Van Quang - Deputy General Secretary of the Vietnam Urban Planning and Development Association acknowledged that the Capital Law 2024 has become an important tool and means to effectively implement Resolution No. 15-NQ/TW of the Politburo on the direction and tasks of developing the capital Hanoi by 2030, with a vision to 2045: "Developing the capital Hanoi "Cultured - Civilized - Modern".
Specifically, in the three breakthroughs of mechanism and policy; infrastructure; resources... the Capital Law is considered an important breakthrough in terms of mechanism and policy. All seem to have converged enough for a Capital to develop rapidly and sustainably. Solve challenges with breakthrough thinking and strategic vision
From the current urban development status of the Capital, compared with the characteristics of urban development "Cultured - Civilized - Modern", Hanoi is still facing difficulties in institutions, infrastructure, environment and spatial factors, limitations in planning, capacity and management.
According to Architect Tran Ngoc Chinh - Chairman of the Vietnam Urban Planning and Development Association, although there is a Law on the Capital, there is a lack of outstanding institutional regulations, the approach is still in the traditional top-down style, and there is a lack of institutions for planning management. Hanoi's institutions and governance models are not complete and not suitable for the specific requirements of the capital. Many resources such as cultural heritage, natural landscapes, river and lake water surfaces, etc. have not been effectively exploited, and their potential and advantages have not been promoted to become driving forces and breakthroughs. Science and technology; healthcare, high-quality education and training; human resources, digital transformation and innovation have not met requirements and are not truly sustainable.
Satellite cities such as Hoa Lac, Soc Son, Phu Xuyen, Xuan Mai and Son Tay or Hoa Lac High-Tech Park... are also facing many difficulties in the implementation process due to slow progress in construction of key projects, and inadequate development of transport infrastructure. The model of urban cluster development has not met requirements, has not linked new rural development with urbanization... there is a lack of policy mechanisms, creating favorable conditions, attracting businesses for this development...
The relocation of some ministries, branches, industrial establishments, some universities; and the commercial service system (commercial centers, supermarkets, markets) is an issue that has been lingering for a long time due to the lack of a suitable roadmap and specific financial and policy mechanisms for Hanoi.
There have been many innovations in urban planning, planning management and development, but they have not yet met the requirements and have not created positive changes in the appearance of the capital according to the requirements of a green, clean, beautiful, spacious, civilized and modern urban area. The progress of some planning projects is slow, especially the planning of satellite cities. Some plans have not accurately updated the current status of land use and approved projects; some forecast plans are not close to the practical requirements and development of the locality, leading to adjustments during the investment project preparation process...
Affirming that the Capital Law 2024 has brought practical value, removing bottlenecks and obstacles to create new momentum for the Capital, including decentralization and delegation of authority to Hanoi to decide on public investment, projects in the form of public-private partnership (PPP), creating a mechanism for Hanoi in site clearance, this is an opportunity for Hanoi to make breakthroughs in the construction and development of the Capital; Architect Tran Ngoc Chinh said that there are contents that need to be implemented.
Specifically, in the context that Hanoi is completing the Capital planning (made according to the Planning Law) and adjusting the Hanoi master plan (made according to the Urban Planning Law and the Construction Law), it is necessary to ensure inheritance, ensure unity, synchronization, no overlap, and no conflict with the national master plan, regional planning, and national sectoral planning, and to have breakthrough thinking and strategic vision to create new values in both plans, while closely following and concretizing the Resolution of the 13th National Party Congress, the Resolution of the 17th Hanoi Party Congress and the policies, resolutions, and conclusions of the Party Central Committee, the Secretariat, the Politburo, and the National Assembly.
