Therefore, in recent years, across the country as well as in Dong Nai , real estate supply and demand have not met. Most businesses have implemented commercial housing projects for the high-end and mid-range segments; while most people need housing in the low-cost segment. This has led to the situation that in many provinces and cities, urban areas and residential areas have appeared that are well-invested and beautiful but lack residents, leaving them empty for many years.
Faced with the above shortcomings, localities, associations, and experts have proposed that the Government amend, supplement, simplify, and shorten procedures for implementing social housing projects. The purpose is to bring the real estate market supply and demand together and low-income people can rent or buy houses, stabilize their lives, and feel secure working at agencies, units, and enterprises.
Accordingly, the Government has urgently submitted to the National Assembly for promulgation amendments and supplements to many regulations and laws related to social housing development policies such as the Housing Law 2023, the Real Estate Business Law 2023, the Land Law 2024, etc. At the same time, the Government has issued over 25 decrees to facilitate localities and enterprises in developing social housing. Notably, at the end of May 2025, the National Assembly passed Resolution No. 201/2025/QH15 on piloting a number of specific mechanisms and policies for social housing development.
Immediately after the National Assembly issued Resolution 201, the Government issued Resolution No. 155/NQ-CP dated June 1, 2025 on implementing specific mechanisms for social housing projects. The content is considered by businesses to "open the door" for many social housing projects to be implemented soon and increase their attractiveness to domestic and foreign investors. Specifically, the Provincial People's Committee will assign investors to implement social housing projects without bidding, eliminate basic design appraisal, exempt construction permits, and not require detailed planning tasks. In addition, investors are also supported with preferential interest rate loans, expanding the target group of social housing buyers, etc.
Many businesses said that ministries, branches and localities should have detailed and clear instructions on procedures for implementing social housing projects so that businesses can quickly deploy and complete projects, and have products available to the market to serve low-income people. Low-income people in Dong Nai are expecting many projects to have their implementation progress shortened so that they can have cheap apartments for sale and rent.
Enterprises believe that the demand for social housing in Dong Nai is very large, so with favorable policies, in the 2021-2030 period, enterprises will not only build 22,500 apartments according to the province's plan, but can also increase to over 50,000 apartments.
