The Law on Digital Technology Industry consists of 6 chapters and 51 articles, regulating the development of digital technology industry, semiconductor industry, artificial intelligence, digital assets, rights and responsibilities of relevant agencies, organizations and individuals.
The Law on Digital Technology Industry institutionalizes major policies stated in Resolution No. 57-NQ/TW and Resolution No. 68-NQ/TW of the Politburo such as: promoting, providing incentives, and supporting the development of digital technology enterprises; developing high-quality human resources and digital technology talents; developing essential and shared digital technology infrastructure; supporting innovative startups; building an ordering mechanism and building a legal framework for controlled testing...
In addition, the Law stipulates that localities have policies to support the development of digital technology industry human resources working in research projects, manufacturing key digital technology products, semiconductor chips, and artificial intelligence (AI) systems, with partial support for the cost of hiring high-quality human resources; costs of training, retraining, and fostering to improve the quality of enterprises' human resources.
The Law also stipulates a number of policies for developing the digital technology industry, including mobilizing investment resources for research, development, design, and technology transfer; gradually mastering digital technology; building shared digital technology industry infrastructure on a regional and national scale to promote digital technology industry activities.
According to the Ministry of Science and Technology , the Law on Digital Technology Industry is expected to be an institutional lever for the national digital transformation process. This is a golden time for Vietnam to build a proactive legal foundation, paving the way for domestic technology enterprises to develop firmly, integrate deeply and contribute to creating a new position for Vietnam in the digital age. The Law on Digital Technology Industry takes effect from January 1, 2026.
